I. Organizational Context

Under direct supervision of the Programme Manager under the guidance of National Project Director (NPD), the Project Coordinator is responsible for the day-to-day management of the project outputs activities. The Project Coordinator is responsible for assisting and supporting the NPD in preparing, implementing and monitoring the project work plan and the achievement of outputs and targets as approved by the National Steering Committee. She/he will support the NPD for approving requests, for ensuring vital areas of institutional interest are addressed, and for handling any other programmatic or budgetary issues. The Project Coordinator is also responsible for assisting NPD to ensure a clear and strategic support line between Project Management Unit (PMU) and the Working Groups. He/she supports the NPD for organizing project implementation consistent with programme objectives engaging national counterparts and building reputation for quality design and reliable delivery.
The Project Coordinator supervises some project personnel and coordinates activities of other consultants. The Project Coordinator works in close collaboration with the NPD, programme staff in UNDP office, technical advisors and experts, donors and civil society ensuring successful project implementation.

Duties and Responsibilities

Summary of Key Functions:
  •  Ensuring the implementation of project strategies;
  •  Ensures effective implementing and monitoring of the project , tracking use of financial resources;
  • Effective management of the project focusing on implementation of the project;
  • Ensures creation of strategic partnerships and support to the implementation of the resource mobilization
  • Facilitation of knowledge building and management;

1. Ensures implementation of  project strategies focusing on achievement of the following results:
  • Effective application of Result Based Management (RBM) tools and monitoring achievement of results;
  • Support the National Project Director to oversee and ensure the overall quality of project management, reporting, and monitoring;
  • Ensure efficient use of  resources and report it in transparent and accountable manner;
  • Monitoring and analysis of the project environment, timely readjustments in portfolio.
  • Responsible for managing critical issues and provide solutions to the overall processes of program implementation;
  • Identify expertise and prepare TORs for consultants, as necessary;
  • Establish and maintain good working relationship with the relevant public and development partners, CSOs, and other principal counterparts for the program;
2.   Ensures effective implementing and monitoring of the project, tracking use of financial resources focusing on the achievement of the  following results:
  •  Coordination of project implementation;
  • In coordination with Project Associate conduct financial and substantive monitoring of the activities under the project, ensuring, for example that approaches used for developing Nationally Appropriate Mitigation Actions (NAMAs) and Measuring, Reporting and Verification (MRV) are consistent with relevant guidelines;
  • Analysis of the situation in the project, identification of operational and financial problems, development of solutions in coordination with NPD and programme staff of UNDP
3.   Effective management of the project focusing on implementation of the project, achieving the following results:
  • Provision of strategic direction and substantive guidance to project team, Technical Advisory Groups (TAGs) and consultants to perform their role under the LECB project in consultation with NPD;
  • Leading regular coordination meetings and dialogues with donors and other relevant stakeholders, including coordination of TAGs;
  • Preparation of annual and quarterly work plans/reports; elaboration of action plans;   provision of technical advice to TAGs in finding information on specific topics (seeking donor and government support for technical inputs as directed by the NPD)
  •  Timely submission of quarterly/progress reports to NPD, the Programme Manager responsible for the LECB Project in UNDP Indonesia,  donors, counterparts and other relevant stakeholders, along with other reports which may be required, such as media briefings;
  • Coordinate and liaise with experts who facilitate working groups;
  • Create a standard operating procedure, including monitoring and evaluation mechanism and quality standards of performance, as appropriate, to measure the achievement of activities;
  •  Along with the experts, constantly identify challenges and provide recommendations to manage risk of the project and ensure the smooth implementation;

4. Ensures creation of strategic partnerships and support to the implementation of the resource mobilization  focusing on achievement of the following results:
  • Creation and coordination of partnerships with development partners, government institutions, private sector, civil society etc in consultation with NPD and programme staff of UNDP;
  •  Identification of long-term sources of funding and establishing linkages with International Financial Institutions. 
5.  Ensures facilitation of knowledge building and management in the project focusing on achievement of the following results:
  • Develop partnership with development partners where they can support and share good practices related to the functions of working groups;
  • Sound contributions to knowledge networks and communities of practice.

Impact of Results

The key results have an impact on the success of LECB project, in particular, on the effective project implementation consistent with the project objective, engaging national counterparts and building reputation for quality design and reliable delivery.

Required Skills and Experience

Recruitment Qualifications
Education: Master’s Degree with 3 years experience or Bachelor Degree with 7 years experience in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience: Relevant experience at the national or international level in project management.
Hands-on experience in design, monitoring and evaluation of development projects.
Experience in the usage of computers and office software packages
Experience in handling of web based management systems will be advantage.

Language Requirements: Fluency in the UN and national language of the duty station.
