JOB SUMMARY
The Project Manager or PM will provide technical oversight
on assigned project. S/He will be responsible for coordinating the overall
project planning, implementation, monitoring of progress, facilitation of
requirements to secure project progress, synergize activities across the
partners, coordination and relationship building with key stakeholders,
including relevant national and local governments. In particular to make
every effort to ensure that the Project’s objectives/outputs are achieved to
a high standard of quality according to the log frame and budget, within the
contracted project period and in compliance with national laws, donor
regulations and CARE policies and procedures.
The PM will work with a group of trainers in facilitating
the training and closely work with staff and management of garment factories,
including providing capacity building to the staff and management (the key
influencers of worker empowerment in the factory level).

RESPONSIBILITIES AND
TASKS
| ||
1. Leading the implementation of PACE Project(s) to improve delivery of
women rights and life skill of female garment workers, including strategizing
the planned intervention indicated in the project design (proposal).
2. Providing management support and technical consultancy to female
garment workers, trainers, staff and management of factory (ies) to ensure
standardized PACE training, mentoring and capacity building at the level of
female garment workers and staff/management are in place.
3. Managing overall project management starting such as:
a. defining program activities, strategy, monitoring, evaluation and
reporting as per designed in the program proposal, including tools
development when required.
b. financial/budget controlling (such as expenditure monitoring and
monthly budget review) personnel management (such as recruitment of trainers,
consultants or others required by project and defining the contracted
services).
c. administrative tasks to support the program implementation, including
select and deal with suppliers or service providers, when required.
4. Leasing with donor, government and other relevant external parties,
including representing CARE at related public forum at local, regional and
national level.
5. As the project is about women worker empowerment, PM shall ensure that
PACE Project works to improve women right execution and life skill
improvement.
6. Ensure quality of Project based on indicators set up by the PACE
Project (using the system established by donor).
7. Facilitate capacity building to the team through training, mentoring,
consultancy and/or task assignment.
8. When Project is delivered, ensure women right and protection is put in
place and participatory approach or adult learning is applied.
9. Produce report (semi annual and annual) and project performance
evaluation based on the standard of Project that is approved by donor.
10. Coordinate with other units within CARE organization to optimize the
efficiency and effectiveness of Project Implementation.
11. Regularly monitor the performance of team work and manage the team
work to reach the project goal wit.
12. Coordinate with donor representative based in Jakarta, particularly to
gain support from donor in dealing with factory management and to ensure
proper achievement of donor interest at reasonable level.

WORKING CONDITIONS:
Jakarta 50%, Travel 50% including working on Saturday
QUALIFICATIONS
·
University degree in social
sciences or development studies.
·
5 - 7 years of project management
experience in economic development sector in NGO setting.
·
Experience in community-based approaches
for human right and education strengthening.
·
Experience in facilitating
trainings and mentoring training of trainers sessions to sustain the learning
and scale up the impact.
·
Experience in supervising team
work, working in the team work and writing English and Indonesia reports.
·
Experience to work in multi tasking
environment and proactively response to the dynamic of project implementation.
·
Excellent planning, technical,
financial & budget oversight, negotiations, and communications/diplomacy
skills.
·
Demonstrate experience in applying
a gender equality approach.
·
Ability to work under tight
deadline and multi-cultural setting.
·
Competent in Windows, MS Office
programs, email and database experience.
·
Experience working with workers
development or workers association is an added value.
