Title       : Short Term Consultant – Posyandu Mobile Pilot
Duty station: Jakarta with field visits to Cilincing (North Jakarta), Kebon Pala (East Jakarta), and Sikka (NTT)
Contract duration: 30 working days within 4 months duration to start as soon as possible

Background
The current Posyandu system faces challenges of poor data quality and delays between data collection, analysis, and action. Specifically, the focus is primarily on the collection of data about children and not data analysis and interpretation or counseling of caregivers to improve children’s nutrition. The second challenge is that while extensive data on child growth is collected through Posyandu, accuracy of data collection by cadres is a concern.  Furthermore much of this data is never collated, analysed or reported up to higher levels in the MOH to allow for monitoring and targeting of initiatives at the population level. Since chronic and widespread child malnutrition remains a serious problem in Indonesia, the limitations of the system prevent the Posyandus from improving children nutrition status. 
One solution to address these problems is to use mobile phones as a tool to collect, screen, and transmit child nutrition information, and counsel caregivers on nutrition. World Vision Indonesia (WVI), with technical support from the MOTECH Suite team, has developed a system and application for Posyandu. MOTECH suite uses smart phones to capture, transmit, and interpret health data collected by cadres during client encounters.
Mobile phone technology has been suggested to accelerate data collection and transfer and improve data quality in nutrition surveillance in resource-poor settings.  However, an initial desk-based review (Barnett and Gallegos 2012) found no hard evidence or rigorous evaluations to support these assumptions.
To address this knowledge gap, Institute of Development Studies and WVI partnered to conduct a rigorous impact evaluation of the use of mobile phone technology for nutrition surveillance and promoting in rural and urban Posyandus in Indonesia. This evaluation aims to assess the impact of the growth monitoring and promotion application on the quality of service delivery in urban and rural Posyandus.
The consultancy aims to support project implementation to ensure that the posyandu mobile application and training is implemented as planned before the impact evaluation is conducted.

World Vision Indonesia applies an actual cost system (not per diem). Expenses occurred that supported by valid receipts during travelling will be reimbursed up to the platform of World Vision Indonesia’s policy.

Ideal Profile
·         University degree in Public Health, Information Technology, Computer Engineering, or related technical fields
·         Experience in mobile health programs
·         Familiarity with Open Data Kit and/or CommCare platform
·         Understanding of posyandu information system
·         Fluency in written English and Bahasa Indonesia languages
