NTB / NTT
Program
Summary
PRISMA is a new initiative within the overarching Australia
Indonesia Partnership (AIP)-Rural Program, which aims to boost farmer incomes
in Five Provinces in Eastern Indonesia.
PRISMA’s goal is to contribute to a 30%, or more, increase in net incomes for
1,000,000 poor rural female and male farmers, 300,000 of which will be reached
by June 2017. Changes in income of poor farmer households are measured by
changes in net income (for semi-commercial and commercial farmers) and changes
in food security (for subsistence farmers) as a result of changed production
practices.
Mercy Corps Indonesia (MCI) has
been selected by PRISMA as a Co-Facilitator to implement Making Markets Work
for The Poor (M4P) intervention in two sectors, Cashew and Seaweed, in NTT and
NTB provinces. MCI has conducted rigorous market research in both sector, and
has identified underlying causes that hinder the sectors to increase its
contribution toward national agriculture development and poverty reduction
program. Based on the result of the market research, MCI has developed market
driven interventions targeting a sustainable systemic change with the ultimate
outcome to increase cashew and seaweed farmers’ income by the end of the 24
months intervention. To ensure the effectiveness of the intervention, MCI is
currently looking for a sharp entrepreneurial Project Officer who will be based
in the targeted area, to work together with NGO partners in implementing the
interventions.
1. Program
Manager
The Program Manager will be responsible for all aspects
of project implementation of the PRISMA program targeting cashew and seaweed
farmers groups, financial institutions, and market players in NTB and NTT. Responsibilities
include: rigorous planning, design, monitoring and evaluation, staff
supervision, budget management, report writing, networking and donor relations.
Close engagement, partnership and capacity building with local government,
private sector and community partners are critical. He/she will spend considerable time at
project sites to monitor program quality and compliance.
Qualifications:
§
University
degree, preferably in economics or business;
§
5-7
years of field-based experience in staff management and project management;
§
Demonstrated
skill in communication, planning, financial management, monitoring, evaluation,
team management, , report writing and problem solving;
§
Experience
in economic development project and private sector is essential. Has
experienced to deal and product knowledgeable with agriculture service
providers would be an advantage;
§
Understanding of international norms and
frameworks, and best practices in economic development work, including Markets
for the Poor (M4P) approaches;
§
Experience in establishing and mentoring small
or micro-businesses;
§
Experience in building, training, motivating
and managing a team;
§
Experience in monitoring and evaluation of
program outputs and outcomes;
§
Demonstrated
project management skills, including budget management;
§
Fluency
in English.
2. Monitoring and Result Measurement
Specialist – PRISMA
The MRM Specialist will be responsible to develop
MRM systems, training staffs to use them, and ensuring that they are
followed. S/he will serve as a resource
for program staff, advising them on program design, developing and implementing
M&E plans and systems, gathering and analyzing of baseline and endline
data, providing guidance and support with assessments and impact evaluations.
S/he is responsible on data tracking and reporting. S/he will also serve as the
main point of contact for M&E issues with partners and donors.
Qualifications:
§
University
degree in a relevant field;
§
At
least 7 years relevant professional experience, including at least four years
working in MRM/M&E for non-governmental organizations working in
international relief and development;
§
Demonstrated
expertise and experience in M&E, including the development and use of
log-frames, indicators, M&E plans and systems;
§
Possess
skills in qualitative and quantitative M&E methodologies and techniques.
Familiarity with DCED standard MRM methodologies is an advantage;
§
Experience
in developing and implementing baseline studies and evaluations;
§
Experience
in training and capacity building;
§
Experience
with M&E systems of various donors, including USAID, DFAT(AusAid) and EC;
§
Strong
knowledge of computer programs typically used for data management, analysis and
reporting (e.g., Excel, Access, SPSS/STATA or others);
§
Excellent
oral and written communications skills both in English and Bahasa Indonesia.
3. Project OfficerA
The Project Officer will be
responsible to oversee the implementation of the interventions which will be
led by MCI local partners, 1) Yayasan Sahabat Cipta for the Seaweed sector in
NTT, and 2) GAPURAMAS for cashew sector in NTB. Responsibilities include: facilitating relation between cashew and
seaweed sector market players, private sectors mobilization and engagement,
providing guidance in business start-up and trouble shooting, and ensuring
transparent information regarding the community, including timely reporting on
issues that may impact the project. S/he
will be PRISMA Program Manager right hand, and an indispensable component of
the project’s success, so willingness to learn, motivation, innovation,
flexibility and commitment to the community and the project is a must. S/he will be responsible for updating his/her
weekly and monthly work plans and carry his/her work with a sense of
urgency.
Qualifications:
§
University
degree in Economic, Business or related fields;
§ 3-4+
years of field-based community development experience, preferably with a focus
on economic development and poverty reduction;
§
Experience
in working with private sectors related to agriculture product and services
will be an advantage;
§
Experience
in farmer mobilization, conducting economic research, assessments and surveys
§
Experience
in facilitating trainings to farmers in good agriculture practices;
§
Experience
in facilitating relation between Intervention partners including government and
private sector ;
§
Moderate
English. Native level of Bahasa
Indonesia.
