PROJECT DESCRIPTION
The Indonesia Prioritizing Reform, Innovation, Opportunities for
Reaching Indonesia’s Teachers, Administrators, and Students Project
(PRIORITAS) is a 5-year project (2012-2017) funded by the United States
Agency for International Development (USAID). The USAID PRIORITAS
project in Indonesia focuses on capacity building and quality
improvements for teacher training institutions (TTI) and pre-service
teacher training providers. The USAID PRIORITAS will build the capacity
of MONE, MORA and pre- and in-service teacher training organizations to
coordinate; plan and train The USAID PRIORITAS will support teaching
improvement at the primary and junior secondary level, especially in
early grade reading (EGR), math and science. The USAID PRIORITAS will
strengthen provincial, district and local training for improved school
governance and management of financial and human resources, so that
these resources will directly support learning outcomes and will ensure
that staff development can be sustained. The USAID PRIORITAS will work
to strengthen TTI capacity through programs which address the needs of
curriculum and course content, training lecturers in improved pedagogy
and strengthening teacher practicum courses.
SUMMARY:
The Operations/Finance Support Manager will be responsible for
overseeing the administrative and financial management of the project’s
teaching/learning component program to ensure a sound fiscal management
system and compliance with donor rules and regulations.
The Operations/Finance Support Manager will also perform a strategic and
oversight role in financial operations, supporting effective completion
of the monthly accounting cycles, preparation of budgets and financial
planning, and will work to ensure compliance with EDC and project
policies.
The Operations/Finance Support Manager will be responsible for preparing
timely and accurate field office financial reporting, tracking field
office budgets/expenses, and maintaining field office financial records.
The Operations/Finance Support Manager provides guidance and supervises the Operations Managers in provincial offices.
This position will report to T/L Advisor.
Job Responsibilities:
General
· Lead and supervise EDC Financial Management/Accounting functions in Jakarta and in provincial offices;
· Monitor logistical information on operations, including
registration, eligibility for tax-free status, and review of
regulatory/statutory compliance requirements for the payments to local
staff, etc.;
· Coordinate in-country activities related to EDC’s registration in Indonesia;
· Provide support to T/L Operations Managers in provincial offices
· Work in a coordinated and collegial fashion with the
administrative and financial staff of other PRIORITAS partners and
provide timely and accurate information to the project’s COP
· Set up and manage the local bank account
· Assist with compliance and adherence to donor regulations and procedures;
· Assist with financial audit preparation;
· Handle and coordinate procurement functions.
· Maintain procurement functions and maintenance of files and project’s inventory.
· Communicate with EDC HQ office on matters of office administration;
Finance
· Supervise T/L Operations Manager in finance and accounting services in provincial offices as required.
· Provide guidance to provincial offices in performance of
finance, accounting, budget and projection functions and ensure they are
in compliance with EDC regulations
· Maintain communication with EDC’s Project Coordinator and Home
Office finance team on all financial and accounting matters
· Oversees maintenance of up to date bank balances and reconciliation of accounts on a monthly basis
· Review and update Financial Policies and Procedures and ensure that they are in compliance with EDC regulations
· Serve as contact person for auditing process both internal and external audit
· Provide budget orientation to the financial team in Jakarta and provincial offices
· Prepare, submit and update Weekly Cash Needs Analyses and/or
Quarterly Projections to home office in accordance with EDC home office
timeline
· Prepares payroll wire transfer to the payroll outsourcing company
· Ensure that all withholding income taxes are paid to the State Treasury according to GOI timeline
· Develop financial template or forms related to financial activities
· Ensure that the provincial financial reports are reviewed by Jakarta Office.
Procurement:
· ensure that the procurement activities, delivery and
disposition of equipment and materials for TTIs, model schools, lab
schools, and practicums is in compliance with USAID and local rules and
regulations;
Qualifications and Requirements:
· Bachelor’s degree or equivalent required with 8-10 years relevant experience, or
· Master's degree or equivalent with 5-7 years relevant experience;
· 10 years of experience working with overseas projects;
· Ability and willingness to travel;
· Ability to work well under pressure and with cross-cultural staff;
· Strong oral communication and negotiation skills required;
· Basic knowledge of MS Office application (Excel is mandatory, Quickbooks is a plus)
· Excellent communication in Bahasa Indonesian and English.
