Disaster Management Manager

Position / Job Title: Disaster Management Manager

Report to: Disaster Management Program Coordinator


The American Red Cross (Amcross) helps vulnerable people around the world to prevent, prepare for and respond to disasters, complex humanitarian emergencies and life-threatening health conditions. It is a member of the International Federation of Red Cross and Red Crescent Societies (IFRC) and works closely with Palang Merah Indonesia (PMI).
Currently Amcross supports programs in Aceh, Jakarta, West and Central Java, Bali and NTB (Lombok).  Amcross works with the Indonesia Red Cross (PMI) focusing on 3 program sectors: Disaster Management, Health, and Organizational Development.

Job Purpose
To provide technical assistance and managerial  support and inputs to the American Red Cross supported program with the Palang Merah Indonesia (PMI)

Job duties and responsibilities
1.       Provide technical and operational support in the management and implementation of Amcross DM program (Coastal DRR, Jabodetabek - Greater Jakarta, and Wonogiri)
2.       Responsible as PIC for Coastal DRR project (QA/QC, coordination with PMI,  PMER, financial management)
3.       Undertake tasks and small projects as assigned by the Country Representative or Program Coordinator when required
4.       Prepare to assume auxiliary management role in disaster response, in close coordination with PMI related to DM activities that AmCross is supporting
5.       Prepare relevant project reports (Monthly, Quarterly) in timely manner.
6.       Conduct Field visit on project implementation monitoring and quality assurance  on regular basis
7.       Provide inputs as required and appropriate regarding strategic planning, achievement of activity targets and required modification of program objectives
8.       Contribute to the identification and development of new projects activities in cooperation with PMI colleagues.
9.        Contribute to and/or prepare documentation or studies needed for concept papers and/or proposals.
10.    Contribute to national/global discussions on technical issues such as climate change, adaptation, community participation, risk reduction, technology, innovation etc. associated with disaster management.
11.    Complete tasks and small projects as assigned by the Country Representative or Program Coordinator
12.    Accommodate cross cutting issues (accountability to beneficiaries, gender and environmental sustainability)
13.    Provide inputs to PMI on DM tools and guideline development/improvement
14.    Prepare program documentation, assessments and required studies in a timely manner
15.    Attend meetings, workshops and/or training programs as required. Present program ideas and carry out discussions on behalf of Amcross when required
16.    Actively interface with other Amcross projects to try and create synergy of impact. One related project that will have obvious potential to interact with the DM sector is new corporate volunteer’s project.  Support the development of program opportunities, tasks and/other uses of corporate volunteers within DM sector. Interact with corporate members of KADIN/AMCHAM to identify, with PMI productive uses for volunteers to support DM related activities, systems or other program initiatives.  

Position requirements
1.       Education
-          Master Degree in Disaster management, social science,  or relevant background (preferred)

2.       Experience
-          At least 6 years  experiences in Disaster Management Field; 3 years minimum in project management and development; Understanding of and/or experienced with Red Cross and Red Crescent Movement; Capacity building and/or experience with institutional strengthening; 2-3 years’ experience in community development, relief, humanitarian or related professional experience at a similar capacity. Experience with international organization (preferred)

3.       Knowledge and technical capacity  
-          Understanding on Disaster Management related policies and practice in Indonesia; Technical capacity and interest in DRR, climate change, community  participation, project design, CCA/CRM Fluent spoken and written Bahasa Indonesia and English:  Excellent reporting and computer skills
