ISEAN-Hivos-GF-R10-HIV/AIDS –“Strengthening community systems to reduce vulnerability to and impact of HIV infection on MSM and TG in Islands of Southeast Asia”

Seeking Individual Consultant to provide M&E related services to the ISEAN Hivos Program.

REQUEST FOR EXPRESSION OF INTEREST

The Islands of Southeast Asia Network on Male and Transgender Sexual Health (ISEAN) and the Humanist Institute for Co-operation with Developing Countries (Hivos) jointly implements the ISEAN Hivos Program supported by Global Fund Round 10. This program has the main goal of reducing the risks, vulnerability and impact of HIV and AIDS on the lives of MSM and transgender community in Island Southeast Asia Nations. It intends to address critical gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs.

Hivos, as the Principal Recipient of the grant under the ISEAN-Hivos Program Global Fund Round 10 is now on its Phase 2 of implementation from October, 2013 to September, 2016. In this regard, it is seeking Expressions of Interest from qualified Individual Consultants to apply as service provider for the following tasks:
  1. Develop a full M&E curriculum for mid-level to advanced CBOs and Networks (CBOs already with basic capacity on program management, leadership, governance and finance management);
  2. Develop one training module on M&E for CBOs and Networks based on the M&E curriculum;
  3. Develop a facilitator’s guide for training on M&E for CBOs and Networks
  4. Conduct and facilitate one training (TOT) on M&E for CBOs and Networks

Key Qualifications:
  1. Established experience in the development of Monitoring and Evaluation (M&E) Plans, especially in the Global Fund context;
  2. Experience in designing M&E Training Program and facilitating M&E Trainings; (work samples may be required)
  3. Strong experience in working with Community Based Organizations (CBOs) in the context of Indonesia, Malaysia, Philippines and Timor Leste;
  4. Strong experience in working with HIV Vulnerable Groups, particularly the Gay, MSM and Transgender people in Southeast Asia context;
  5. Familiarity with HIV- AIDS, development support and community-based capacity building initiatives;
  6. Excellent spoken and written English (fluency in one of the official languages in the four countries is an added value)
  7. Preferably with high level education in the area of Social Science, Public Health, Program Management or related areas.
  8. Preferably a resident of Southeast Asia; an experience in working in one of the ISEAN-Hivos countries; Indonesia, the Philippines, Malaysia and Timor Leste will be an additional value
  9. Ability to travel and participate in the M&E Training activity in the period of May 2014

The selected Consultant will be engaged for 7 working days that includes 3 days training and to start in 1st week of May, 2014. Other related costs occurred will be covered by the ISEAN-Hivos Program.
