REQUEST FOR PROPOSAL: Implementing Pilot Activation Campaign Targeted at Effecting BC on IYCF in East Java, Indonesia (Please note changes in dates).

The Global Alliance for Improved Nutrition (GAIN) is driven by the vision of a world without malnutrition. GAIN is a Swiss based international organization that mobilizes public-private partnerships and provides financial and technical support to deliver nutritious foods to those people most at risk of malnutrition.  The organization is delivering improved nutrition to an estimated 700 million people in more than 30 countries, half of whom are women and children. 


Request for proposals from contractors to implement a pilot activation campaign targeted at effecting behavior change on feeding of children under 2 in East Java, Indonesia

The Global Alliance for Improved Nutrition (GAIN) is inviting organizations to submit proposals for
implementing a community level pilot activation campaign aimed at creating a branded social movement at community level that reinforces exclusive breastfeeding, healthy snacking and age appropriate complementary food, using signature elements from the project’s upcoming TV commercial. It will not just be supplementary to the TV commercials but will form a major part of the intervention.

Target behaviours:
  • Promote exclusive breastfeeding for first six months of life
  • Improve the nutritional quality of complementary food fed to children under 2 years of age
  • Improve the quality and timing of snacks provided to children aged 6-24 months

 
SCOPE of WORK

Location:
The pilot will be conducted in peri-urban East Java in the districts of Malang and Sidjardo in 12 villages, selected in consultation with provincial and district health authorities.

Budget:
Approximately USD 4,000 per village for the entire intervention period from May to August 2014.
 
Subjects
Primary target group:
-       Pregnant women
-       Mothers with children under the age of 2
-       Grand mothers with children under the age of 2

Secondary target:
-       Fathers
-       Women with older children

Intervention duration
The intervention will be rolled-out in May-August 2014

Pre-determined principles of the pilot activation campaign design:
  • should be able to achieve some level of behaviour change during the 3 month pilot period
  • pilot should be implemented in such a way that it could be scaled to the whole of East Java or Nationally
  • should be budgeted and implemented so that it can be sustained at a local level with minimal support
  • should be able to be delivered with a maximum 3 staff who are employed for a short period only to reduce the overall costs

Additional considerations for the pilot activation campaign:
  • will be tapping into behavioural motives
  • should directly target pregnant mothers, mothers with children under 2 and grandmothers while others such as fathers or women with older children may be indirectly targeted 
  • should capitalise on existing social structures
  • should be dynamic, exciting and fun
  • should actively develop relationships with key community stakeholders and foster volunteerism.

Last date for receipt of proposals is April 16, 2014.  Shortlisted organizations will be contacted by end of April 2014. The winning contractor will be expected to start work as of May 2014.
