II. Background Information

Indonesia is the third largest emitter of carbon dioxide (CO2) and the world’s largest emitter from agriculture, forestry and other land use. Over the past five years, Indonesia’s annual deforestation rate has averaged around 1 million hectares, which contributes to estimated 87 percent of Indonesia’s annual emissions. In response to this situation, in 2009, President Susilo Bambang Yudhoyono, made a voluntary commitment to the world to reduce emissions to 26 percent under a business-as-usual scenario or up to 41 percent with international support by 2020.

On 26 May 2010 the Governments of Indonesia and Norway signed a Letter of Intent (LoI) to establish a REDD+ Partnership. The first phase of this REDD+ Partnership (Phase 1) was to establish an agency with the capacity to implement and manage the REDD+ projects initially in the pilot province Central Kalimantan and progressively in other priority provinces across Indonesia. 

The Agency -- REDD+ Agency – was established in December 2013 and it was a continuation of Satgas REDD+ which had been operated since 2010. Now the agency is in full operation, with many activities being conducted in 11 pilot provinces and at national level. To support the activities in the 11 provinces and national level, the agency provides all required facilities, including computers, ITC equipments and office supplies.  

To ensure ICT support to all project offices and project activities the project shall recruit ICT support specialist to develop IT configuration, build transparent proxy, web server and other ICT tools as outlining in the scope of work of this TOR. 

III. Objectives of Assignment

Under direction from ICT Associate and supervised by Operation Manager and National Project Manager, ICT Support Specialist will support offices at Juanda, Harmoni Jakarta and 3 other places in Palangkaraya Kalimantan in IT related matters.  The objectives of assignment will include: 

- Complete and update network configuration 
- Complete and update system in server
- Add scenario for PABX, Backup and Data server
- Upgrade routing 
- Add scenario for upgrade Firewall


IV. Scope of work

The incumbent is expected to do the following services:

- Configuring Load balancing and failover network, backup and data share connection and corporate antivirus, mail server, configuring web server and SMS Gateway & voice connection.
- Completing and building transparent proxy and network monitoring, web server, configuration backup and data share connection, corporate antivirus configuration, implementing directory.
- Building LAN VPN connection and Voice VPN Connection.


V. Expected Results / Deliverables / Final Products Expected
Review/approval time required to review/approve the outputs prior to authorizing payments.
The consultant will submit one electronic copy in MS Word format with following deliverables.

- Completion of configurations for Load balancing and failover network

- Implementation of active directory to approximately 150 users September  2014 35%
Report on the following:
- Web server configuration 
- Configuration of backup and data share connection
- Completion of corporate antivirus configuration October 2014 30%
Report on the following:
- LAN VPN connection
- Voice VPN Connection
- Mail server configuration
- Configuration of SMS Gateway & voice connection
  November 2014 35%


VI. Recruitment Qualifications
Education:
Bachelor in Information Technology or related fields, such as Computer Hardware, Management Information etc.

Experience:
Seven years relevant experience in the areas of IT and/or Network Environment for good governance, preferably based in sub-national level
Experience and good understanding of ITIL 
Experience and good understanding of Server, Webserver and Remote Application 
Experience and good understanding of BRDP (Backup and Recovery Data Planning)
Experience and good understanding of Routing, switching
Experience and good understanding of managing Antivirus system 
Experience and knowledgeable in VOIP, PABX and conference system
Strong in IT planning
Previous work experience with an international development institution such as UNDP is an advantage, but not essential;

Language:
Excellent communication (spoken and written) skills in Bahasa Indonesia and good English, including doing the IT reporting and good users approach. 


VII.  Other Selection Criteria

To achieve a good quality of work, below are the criteria that should be taken into account in the selection:

a. Network Environment
ICT Support Specialist should be an expert in Network (LAN, MAN, WAN) which will cover hardware, software and cabling skill. He/she should have expertise and experiences in operating cabling installation, Hardware system, Subnetting IP Network, IP configuration (cisco and linux command base), Bandwidth management, Quality of service (QOS), Routing, IP NAT, Bridging, Transparent Proxy, IP Tunnel, Load balancing, failover and MPLS.  

b. Server Environment
ICT Support Specialist should be an expert in servers (virtual or not) which were built in BP REDD+ environment like Domain Server (Active Directory), DNS server, local webserver / IIS server, data server, print server, email server, corporate antivirus, patching, RAID. 

c. Backup and Recovery
ICT Support Specialist should be an expert in backup which is related to email and data backup so it will connect with LDAP and users in active directory. There are manual backup like CCTV and PABX which need to be monitored 

d. Voice and PABX
ICT Support Specialist should be an expert in monitoring, configuration and managing phone line through PABX also conference and share Voice over IP. 

e. Video and CCTV
ICT Support Specialist should be an expert in Video connection or share through IP like conference or streaming broadcast video share. He/she needs to monitor and pay attention to CCTV which records continuously include update configuration for cloud share.
 
f. Access Door
ICT Support Specialist should have a good experience in managing and monitoring access door application.
