II. Background Information
REDD+
in Indonesia aims to change business as usual practices in order to
meet Indonesia’s ambitious 26:41% greenhouse gas (GHG) emissions
reduction targets from the Pittsburgh declaration, and 7% economic
growth projections.
Phase I of the Indonesia-Norway
Partnership, with UNDP serving as fund manager, laid a strong foundation
for achieving both targets through the Framework of “Beyond Carbon”,
which looks to transform governance of Indonesian forests in a manner
that integrates economic and environmental sustainability with social
equity.
From the outset, the evolution of REDD+ has been a
wholly nationally owned process, designed by and for the people of
Indonesia, with an emphasis on those most directly involved and affected
by REDD+. The priorities outlined
within the REDD+ National Strategy (Stranas) align with Indonesia’s
nascent and strengthening democracy. Participation is not only part of
the process, but also a critical product of REDD+. Shifting incentives
in order to enable sustainable forest management requires the enabling
of institutional collaboration, transparency, and accountability for
representative government, hand in hand with empowerment of directly
impacted populations in decision making on forest ownership and
management, particularly adat communities, women, and rural communities.
Since
2013, the REDD+ program has entered an interim phase to build on the
momentum of Phase 1 and ensure full readiness for Phase 2. The objective
for the interim phase is to widen and deepen the support base from the
grass roots to decision makers at the national level for REDD+ and the
REDD+ Agency (BP REDD+).
To this end, key objectives in high
impact areas have been approved for immediate implementation. To reduce
the negative impacts of forests fires, BP REDD+ is supporting the
Coordinating Ministry for Social Welfare to lead an 18 ministry team to
implement a new Standard Operation Procedure (SOP) for forest and peat
fire prevention and management, which will integrate the existing
reactionary system with an anticipatory approach. Building from the
successful experience in Community-based forest fire management in
Central Kalimantan under REDD+ Phase 1, BP REDD+ plans to deliver a
scientific early warning system based on the scaling-up of an existing
initiative between the Earth Institute at Columbia University and Bogor
Agricultural Institute (IPB) Centre for Climate Risk and Opportunity
Management in Southeast Asia Pacific (CCROM SEAP), considered a priority
action to reduce fire, emissions and haze in the province of Riau and
other fire prone provinces.
UNORCID (United Nations Office for
REDD+ Coordination in Indonesia) is the UN System focal point for REDD+
in Indonesia, and serves as a coordinating body and knowledge
institution. Building on the competitive advantage and domain expertise
of eight UN Partner Agencies (UNDP, UNOPS, ILO, FAO, UNEP, UNESCO, WFP,
and UNODC), UNORCID provides decision-makers and stakeholders at the
national and local levels with relevant information and tools to
support successful REDD+ implementation. UNORCID was inaugurated on 17
November 2011 by the UN Secretary General, following the signing of a
Memorandum of Understanding (MoU) between the Republic of Indonesia and
the UN System in September 2011.
UNORCID also coordinates UN
System expertise relating to on-the-ground activities undertaken by
the Government of Indonesia and other stakeholders, and works closely
with Government counterparts at all levels to
strengthen implementation.
Under the leadership of the
Executive Office in the Jakarta Head Office, UNORCID comprises four
units: 1) Policy and Strategy, 2) Partnerships and Coordination, 3)
REDD+ Thematic Advisory, and 4) Green Economy. UNORCID also has a pilot
office in the country’s designated REDD+ pilot province (Central
Kalimantan), with additional provincial offices opening in 2014.
III. Objectives of Assignment
The
Research Assistant, under the supervision of UNORCID unit heads and in
coordination with UNDP and its implementing partners, will be
responsible to support researches and surveys conducted by the UNORCID
and its key partners. The Assistant will assure high quality and
accuracy in the work undertaken and promotes a client, quality- and
results-oriented approach. S/he works in close
collaboration with the UNORCID HO team in Jakarta and field offices,
appropriate government counterparts, UN and other international
agencies, and other stakeholders. S/he will also generally support
knowledge building and knowledge sharing among the REDD+ stakeholders on
related issues.
IV. Scope of work
Key responsibilities of the Research Assistant are:
• Review and assess available resources on stakeholder mapping and institutional analysis for fire management in Indonesia
• Support
identification of critical and secondary stakeholders for fire
prevention, management and response at the provincial and district
levels
•
Interview identified stakeholders – synthesize meeting debriefs
of and collect, organize and arrange translation of documents obtained
during meetings and interviews
• Help develop and conduct stakeholder surveys
• Conduct
stakeholder analyses: analyzing the financial flows and structural
framework, roles, significance, inter-linkages and responsibilities of
the individual actors involved in fire prevention, management and
response
• Support
assessment of overall governance system (e.g., institutions, policies
and decision making landscape) for responding to land and forest fires
• Research relevant models for incentive and penalty systems
for environmental / resource management
• Assist development of methodology for creating an incentive and penalty enforcement mechanism
• Assess constraints and enabling conditions for effective enforcement mechanisms
• Assess
capacity building needs for critical stakeholders, especially of local
government, for successful implementation of incentive/penalty
mechanisms
• Support
development of recommendations for institutional structure and
functions to allow integration of dynamic web-based fire risk
forecasting systems
• Examine
the latest set of Standard
Operating Procedures (SOP) for fire management to make recommendations,
and understand how to link it with the proposed incentive/penalty
system and web-based fire forecasting system
• Support drafting and formatting of deliverables (e.g., reports, presentations and figures)
• Develop
and maintain an online platform (e.g. Google Drive folders) to organize
and access resources and data from research, field work and interviews
• Interface
with key stakeholders at the national, provincial and district levels
who are critical for fire prevention and its management
• Help coordinate workshops and training activities with stakeholders at national, provincial
and district levels, as necessary
• Perform other related duties as required.
• Expected
places of travels: Pekanbaru, Riau (2 times for a 10 period) and
Palangkaraya, Central Kalimantan (2 times for a 10 period).

VII. Qualifications
Education:
Master’s
degree in field related to development (eg. Economics, sociology,
political science, planning, forestry, agriculture, international
relations, environmental science, natural resource management).
Background and
Experience:
• At
least 2 years of working experience, engaged in development projects in
developing country settings with subject focus on any of the following:
forestry, agriculture, environmental science, natural resource
management, environmental management support, land degradation, GIS,
Spatial and geographical database acknowledgement and research
• Field research experience (preferred).
• Good inter-personal skills and oral and written communication skills.
• Experience in the usage of computers and office software packages used for the works.
LANGUAGE
Fluency
in the English language is a requirement for this position; proficiency
in Bahasa would be an asset, but is not a requirement.
