Undertheumbrella of “IKAT –US": Civil Societies Innovating Together  program initiatives, the Partnership for Governance Reform in Indonesia (Kemitraan) has awarded a 42 months program to implement the Component 2, Effectiveness of Regional Partnerships on Advancing Democracy , Good Governence and Human Rights n Southeast Asia. The main aim is to provide support to members of IKAT-US partnership to  enhance their capacity to implement regional programs. program initiatives the USAID In order to achieve the goal, Component 2 has developed IKAT-US website to facilitate information sharing among partners, distil lesson learned and disseminate  all lesson learned to all partners.

Since September 2011- October 2014, Component 2 has been setting up facilities for the establishment of the CSO network. During the periode, Component 2 has  realesed three web base aplication software, the first one is IKAT-US Home page (www.ikat-us.org),  followed  with the second  E-flyer software web base aplication (http://eflyer.ikat-us.org/) and the third is a web-based knowledge resource archive center (http://archive.ikat-us.org). The latest one will be used as a support tool in documenting and disseminating lessons learned derived under the partnership of the IKAT-US. It will enable CSO members of the IKAT-US across Indonesia and the Southeast Asia to communicate and exchange ideas in a more efficient manner.  This web-base technology will serve as a link-up mechanism amongst relevant organizations across the region. The technology will also be the hub for all the stakeholders involved to interact.

Ikat-us web-base has been fully operational effectively utilized in the 3rd Quarter of the 2013.  The website has been announcing to public. However the visitor who accessthe website information is relatively fewer than expected. Additionally is the web is accessible only to those who have registered. Registration process is vital to ensure that Kemitraan can target specific audience with customized relevant information during the dissemination process. The website will have key words searching abilities, user friendly data retrieving system, easy access for disabled people, interactive, transparent and accountable, innovative and support participatory learning.Data and information will be organized by country, thematic areas; by type of cooperation e.g. networking; joint programs/capacity building or joint advocacy and by organization. The site will also have document sharing features; contain country specific resources and other data on the knowledge management system. The website will also need to have the feature for publishing E-news letter to disseminate lesson learned to the members and to general public. Ikat-us component 2hasalso conduct web traffic analyses from the knowledge management system website. Data such as number of hits downloads, members profile and activities conducted online are valuable to analyze.

Due to the program approaching to accomplish on October 2014, Kemitraan  is responsible to keep sustainability of those software/aplication program and continue to keep knowladge sharing with all the partnert. To make its hand over smooth and can adopted by other staff of kemitraan, so all those aplication need to integreted into one protal aplication.

Having the fact that Kemitraan has  Knowledge Resourch Center Unit as a mean for sharing knowledge and information through kemitraan partnership network; the integrated website will be more aplicable . In the project closing of  IKAT-US Component 2, the integrated website will be handed over KRC Unit. At this time, KRC unit has established of line library (internal access only), Indonesia Government Index (IGI) and athor reference of Birocratic reform and governance reform.

For the hand over process, it is expected that the software aplications, that has been produced by IKAT-US, can be merged and integrated into ane software aplication with KRC Unit of Kemitraan. To make these software/aplication integretes into oneWeb base Application, it is need Software Development Consultant.

Vendor Proposal & Evaluation Criteria

1.    Technical Proposal

Each bidder shall submit a technical proposal to respond to the services required and elaborate on how to best address the program needs. The technical proposal will account for 70% of the total combined score.

The proposal will be evaluated according to the following criteria:
a)    Company reputation and portfolio (20 points)
b)    Personnel qualifications (30 points)
c)    Approach and methodology to cover the feature required (40 points)
d)    Planned organization of the activity and time frame (10 points)

2.    Financial Proposal

Bidder should also submit financial proposal mentioning the cost for producing the website and attending coordination meetings.

The financial proposal shall be evaluated based on the fee structure proposed and will account for 30% of the total combined scoring.
