A. Duties and Responsibilities
The HIV National Programme Officer reports
to the Director of the ILO Jakarta Office and works closely with the Deputy
Director handling programme matters for Jakarta, the ILO Senior Regional
Technical Specialist for HIV and AIDS of the ILO Decent Work Team based in
Bangkok, Thailand and the Asia Regional Facilitator of ILOAIDS Geneva in
developing and implementing HIV, AIDS and TB related programme matters for
Indonesia.
1. Ensure ILO programme activities at the
country level reflect the linkage with the other national structures and
frameworks- UN Joint Team, UN Thematic Group on HIV, AIDS or TB, the UNDAF, the
joint UN annual workplan, the Global Fund (GFATM) mechanism, the National AIDS Committee
or Programme and the National TB Programme.
2. Review and analyse country specific
development plans and priorities, epidemiological data, HIV, AIDS and TB
program reports and other relevant information; identify potential technical
cooperation project areas related to HIV, AIDS and TB, that are consistent with
ILO comparative advantages and partner interest and capacity.
3.
Represent
the office to participate in meetings organized by the National AIDS
Commission, relevant structures to the Global Fund (CCM), GFTAM CCM Technical
Working Group, the joint UN Group on AIDS, ILO counterparts related to the HIV,
AIDS and TB and other relevant consultations.
4. Provide input to office level planning to
ensure inclusion of HIV and AIDS work within relevant Areas of Critical
Importance” and linking to office Decent Work Country Program and program and
budget outcomes.
5. Monitor developments in the ILO’s global HIV,
AIDS and TB Programme for its application in the country and collaborate with
the follow-up to international HIV, AIDS and TB related commitments and
recommendations, at country level,
6.
Prepare
briefs, periodic reports and statistics on the programme and project activities
related to HIV, AIDS and TB including the ILO VCT@Work initiative and the ILO
DFAT Papua program.
7.
Share
relevant HIV, AIDS and TB knowledge with colleagues and ILO counterparts’ donor
and the media to increase awareness of the world of work HIV response in
Indonesia.
8.
Identify
funding opportunities, liaise with relevant national and international
counterparts and donor representatives, share funding information with relevant
programme project personnel and support proposal development either
specifically on HIV, AIDS and TB or mainstream HIV, AIDS and TB elements into a
broader ILO country proposal, including integrating HIV component in Indonesia
Decent Work Country Programme and the priority office outcomes for 2016- 2017
9.
Assemble
and analyze data relevant for planning and negotiation of programme/project
activities, consider various approaches and alternative methods in project
design, management, problem definition and problem resolution relating to HIV, AIDS
and TB, in particular, develop HIV, AIDS
and TB pipeline proposals in coordination with concerned ILO programmes/
projects.
10.
Provide
technical and administrative backstopping to HIV, AIDS and TB related projects
and the HIV and AIDS components of mainstreamed projects include the VCT@Work
initiative and the ILO DFAT Papua programme
11. Liaise with tripartite partners, enterprises
and implementing agencies on a regular basis with systematic monitoring
(review, verify, analyse and provide feedback on reports and other information
for technical accuracy of content and clarity, consistency and completeness) to
ensure that HIV, AIDS and TB related programme and project activities are
carried out at all levels according to agreed work plans and take corrective
action where necessary.
12. Identify national experts available as
consultants or resource persons for research and capacity building initiatives
relevant to HIV, AIDS and TB.
13.
Participate
in meetings and interventions relevant to HIV, TB and AIDS under the UN joint
program on HIV and AIDS in Indonesia as well as support for UN Cares.
14.
Brief
ILO specialists, project experts, associate experts and visiting officials and
provide relevant information on HIV, AIDS and TB matters relevant to the world
of work.
15.
Undertake
missions to project sites where relevant to HIV, AIDS and TB related
activities,
16.
Perform
other duties as may be assigned by the Director of ILO, Jakarta country office
and ILOAIDS in Geneva.
B. Experience
and qualifications
Education –
At the minimum, first level university degree in public health, development
studies, labour economics, management or social sciences. Graduate study or degree
is an added asset.
Experience - At least
four years of professional experience at the national level relating to HIV,
AIDS, TB or relevant area. United Nations experience is an asset.
Languages - Excellent
command of English and Indonesian

gender roles and the role of discrimination in generating vulnerabilities and
the spread of HIV, AIDS or TB.

Knowledge of ILO HIV, AIDS and TB focus and
programming, understanding of programming/project sectors target groups, e.g.
for HIV prevention in the work place,
people living with HIV or AIDS, indigenous peoples or migrant workers.

National Officer Level A of the UN common remuneration
system and/or commensurate with the qualifications and competency of the
selected candidate.

Written Examination and Interview
