Mercy
Corps Indonesia implements a series of integrated programs in Jakarta ,
Java, Sumatra including Aceh, and Eastern Indonesia in the sectors of
Climate Change Adaptation (CCA) and Disaster Risk Reduction (DRR), Water
and Sanitation, Health and Nutrition and Economic development and
financial services. Mercy Corps Indonesia’s goal: Empowering people to build healthy, productive and resilient communities. Over
the past decade, Mercy Corps Indonesia has led and expanded programming
in DRR, CCA, and building resilience across Indonesia . Key
cross-cutting themes include disaster mainstreaming, institutional
capacity building and governance related to working in partnership with
and leveraging the resources and expertise of government, local NGOs,
universities, and private sector
partners.
Under
USAID, Mercy Corps Indonesia through TATTs consortium will implement a
program “Institutionalizing Disaster Preparedness and Management
Capacity of BPBDs in Indonesia through Technical Assistance and Training
Teams (TATTs).” The program will focus on strengthening
provincial-level Disaster Management Agencies (BPBDs) by embedding
qualified teams of trainers within the provincial BPBDs to provide
ongoing, day-to-day technical support tailored to the needs of each
province, as well as to implement a series of training modules
coordinated and standardized with the National Disaster Management
Agency (BNPB). The target provinces include Central Java, Southeast
Sulawesi, North Maluku, Maluku, West Papua , and
Papua.
- Provincial Team Leader – Disaster Management Capacity Building Program (Central Java, Southeast Sulawesi, North Maluku, Maluku, West Papua and Papua – Specify province in the job application)
Under
the guidance of TATTs Chief of Party, the TATTs Team Leader is
responsible for ensuring substantive capacity building and training
assistance, documentation of lessons learned and best
practices of trainings, and knowledge management during program
implementation. Provincial Team Leader oversees province activities
regarding planning, implementation, monitoring & evaluation support,
impact and sustainability, as well as contributes to mainstream best
practices at the national level to increase the BPBD organizational
capacity through technical assistance and quality of trainings. The Team
Leader will promote long-term sustainability and reliability of
disaster management trainings in collaboration with National Training
Coordinator.
Qualifications:
§ A
University degree in relevant field of Development
Studies/International Development, Disaster Management/Environmental
Management and Policy, Education, or relevant field;
§ Minimum
5 years of experience in effectively managing staff and coordinating
with the government departments (including BPD) in the field of disaster
management, with demonstrated technical expertise in subject matter as
required;
§ Experience
in collaboratively working with development agencies, universities,
donors and government departments, such as BPBDs and Disaster Forums, is
a strong advantage;
§ Proficiency in English, both spoken and written communication is essential;
§ Excellent communication, presentation, organizational, and interpersonal skills;
§ Strong familiarity with MS Word, Excel, and Power Point is required.
2. Master Trainer – Disaster Management Capacity Building Program
(Central Java, Southeast Sulawesi, North Maluku, Maluku, West Papua and Papua –
Specify province in the job application)
Under
the supervision of Provincial Team Leader and technical guidance of
TATTs National Training Coordinator, TATTs Master Trainer is responsible
for substantive capacity building through Training of Trainers /
Facilitators. Master Trainer contributes to training & knowledge
management on design, planning, implementation, monitoring &
evaluation, and sustainability of quality trainings. The Master Trainer
will closely work with the senior team members to provide vision for the
training and seek innovative approaches, tools, and methods that will
lead to long-term sustainability and replication of disaster management
trainings in collaboration with donor, the private sector, civil
society, universities, and government ministries such as
BPBDs/BNPB-Pusdiklat.
Qualifications:
§ A
University degree in relevant field of Development Studies/
Environmental Management and Policy, Education, or relevant field.
Relevant training on ToT methods is a big advantage;
§ Minimum
5 years of experience in designing and managing
training/capacity building programs in the field of disaster management
with demonstrated technical expertise in subject matter is required;
§ Experience
in collaboratively working with development agencies, universities,
donors and government departments, such as BNPB and BPBDs, is a strong
advantage;
§ Proficiency in English, both verbal and
written, communication is essential, while fluency in Bahasa Indonesia is required;
§ Excellent communication, presentation, organizational, and interpersonal skills;
§ Strong familiarity with MS Word, Excel, Powerpoint are mandatory.
3. National Training Coordinator – Disaster Management Capacity Building Program
( Jakarta )
Under
the guidance of TATTs Chief of Party, the TATTs
National Training Coordinator (NTC) is responsible for substantive
capacity building aspects, documentation of lessons learned and best
practices of trainings, and knowledge management. National Training
Coordinator oversees training management on design, planning,
implementation, monitoring & evaluation, and sustainability, as well
contributing to mainstream best practices at the national level to
increase the quality of BNPB-BPBD trainings. The NTC will provide vision
for the training and seek innovative approaches, tools, and methods
that will lead to long-term sustainability and replication of disaster
management trainings in collaboration with donor, the private sector,
civil society, universities, and government ministries such as
BNPB-Pusdiklat.
Qualifications:
§ A
University degree in relevant field of Development
Studies/International Development, Environmental Management and Policy,
Education, or relevant field;
§ Minimum 7 years of experience in designing and managing training/capacity building programs in the field of
disaster management with demonstrated technical expertise in subject matter is required;
§ Experience
in collaboratively working with development agencies, universities,
donors and government departments, such as BNPB and BPBDs, is a strong
advantage;
§ Proficiency in English, both verbal and written communication is essential;
§ Excellent communication, presentation, organizational, and interpersonal skills;
§ Strong familiarity with MS Word, Excel, and Power point are mandatory.
4. M&E Officer – Disaster Management Capacity Building Program
( Jakarta )
Under the guidance of TATTs Chief of Party, the TATTs Monitoring & Evaluation Officer is responsible for coordinating
with consortium counterparts on the M&E system development to implement the program. The
M&E Officer oversees the monitoring and evaluation of the program,
including development of M&E tools and plans, baseline and end-line
survey, beneficiary and indicator tracking, data compilation and
participatory analysis, contribution to reports and preparation of
communication materials. The successful candidate will have a
demonstrated ability to conceptualize, plan and implement program
activities creatively, as well as the skills to analyze data and utilize
lessons learned for the continuous improvement of program
implementation and promote a culture of learning.
Qualifications:
- Possess a relevant university degree or college diploma and relevant 5+ years of relevant professional experience, including at least three years working in M&E for non-governmental organizations working in capacity building, disaster risk preparedness and resilience management;
- Strong experience working in a consortium setting and government capacity building programs;
- Demonstrated expertise and experience in M&E, including the development and use of log-frames, USAID/OFDA indicators, M&E plans and systems;
- Possess skills in qualitative and quantitative M&E methodologies and techniques;
- Experience in developing and implementing baseline/end-line studies and evaluations;
- Significant experience in team / stakeholders training and institutional capacity building;
- Sound experience with indicators, M&E system and industry guidelines;
- Sound experience with USAID indicators, M&E system and industry guidelines;
- Strong computer and data analysis skills (e.g., MS Word, Excel, Powerpoitnt, Access, SPSS/STATA, and others);
- Fluency in English and Bahasa Indonesia, both written and spoken, is required.
5. Program/Training Officer – Disaster Management Capacity Building Program – TATTs
(Central Java, Southeast Sulawesi, North Maluku, Maluku, West Papua and Papua –

Under
the supervision of Provincial Team Leader, the TATTs Program/Training
Officer is responsible for supporting day-to-day substantive capacity
building and training assistance, documentation of lessons learned and
best practices of trainings, and knowledge management during program
implementation. Program Officer supports Team Lear and Master Trainer in
the province regarding planning, implementation, monitoring &
evaluation, and impact and sustainability.
Qualifications:
§ A
bachelor degree in relevant field of Business Management and
Administration / Disaster or Environment Management and Policy,
Education, or relevant
field;
§ Minimum 3 years of experience in the field of development work and capacity building;
§ Experience
in collaboratively working with development agencies, universities,
donors and government departments, such as BPBDs and Disaster Forums, is
a strong advantage;
§ Proficiency languages (both Spoken and Written): in Bahasa Indonesia is required and in English is highly desirable;
§ Strong familiarity with MS Word, Excel, Powerpoint is required.
6. Program Assistant – Disaster Management Capacity Building Program – TATTs
( Jakarta )
Under the supervision of Chief of Party, the Program Assistant will collect, organize and manage all program activities documentation, workshops support, meeting
minutes, program updates and administrative tasks of TATTs program.
Qualifications:
- At least 2 years of experience is required;
- Programmatic/administrative/
secretarial experience is a plus; - The candidate must have strong communication skill, document/report writing, sound understanding and skills of spoken and written English, as well as Bahasa Indonesia;
- Proficiency in Microsoft Word, Excel and other computer program is a must.
