Background
The Australia – Indonesia
Partnership for Justice (AIPJ) is a five year program funded by Australian
Aid with a current closing date of December 2015.
The
strategic focus of AIPJ is on realizing the rights of all Indonesians, in
particular poor women, vulnerable children and people with disabilities. Building on the successes of previous Australian law
and justice programs, AIPJ focuses on the following rights:
> Legal identity (birth, marriage and divorce certificates) as one
precondition to realising basic economic and social rights, such as education
and health care;
> The right to fair proceedings which are independent and impartial,
fast, consistent, affordable, and accessible; and
> The right to legal information.
AIPJ approaches realizing rights by
working in partnership with key government institutions (the supply side) as
well as civil society and local communities (the demand side), and the
intersection between the two. It does so
through seven
operational programs: legal identity, court reform, legal aid, legal
information, and anti-corruption, civil society strengthening and disability
inclusion. These programs operate at both the national level, where decisions are made, and the sub-national level,

AIPJ is
expanding its focus on grass-roots justice and anti-corruption by
implementing a new program that aims to improve responses to the misuse of
funds disbursed by Indonesia’s National Community Empowerment Program (PNPM)
and thereby strengthen the governance environment at the village level. The
program has been designed through, and will be implemented in coordination
with, the PNPM Support Facility (PSF). The PSF is a government-led facility supported
by donors and administered by the World Bank whose principal purpose is to
support the poverty reduction agenda of the Government of Indonesia,
particularly as this pertains to PNPM and community-driven development. Visit http://www.pnpm-support.org/ for more information about the PSF.
In response to the above, the overall objective of the PNPM Justice
Services program is to increase the level of oversight, tracking and
management of corruption cases involving PNPM funds and to respond to
community justice needs during the resolution of PNPM corruption cases.
However, in light of the new Village Law, which will result in the transfer
of substantial funds direct to individual villages, the program also aims to
generate lessons about how the provision of legal services may be of value in
promoting transparency and accountability at the local level.
Duties
The
Technical Coordinator will support effective implementation so as to achieve
quality outputs and end-of-program outcomes. A particular focus will be on
facilitating strong relationships between the national legal team established
under the program and key program stakeholders including the PNPM Steering
Committee (Pokja
Pengendali PNPM), the
Directorate-General of Village Community Empowerment at the Ministry of Home
Affairs, the Directorate-General of Human Settlements at the Ministry of
Public Works, the National Management Consultants for PNPM as well as
relevant state institutions including the Attorney General’s Office, the
Ministry of Law and Human Rights and the National Development Planning Agency
(BAPPENAS).
In
performing his/her duties and responsibilities, the Technical Coordinator
will report to the Technical Advisor and work closely with other AIPJ team
members and relevant partners, stakeholders and contracted service providers.
Specifically, the Technical Coordinator will support the Technical Advisor for the
component to:
§ Manage the design of
activities, including more detailed development of the existing program
design, the preparation of activity statements, end-of-program outcomes and activity
budgets, and ensure that cross-cutting issues are incorporated where
appropriate;
§ Manage all aspects of
implementing activities, including the preparation of terms of reference for
consultants, their recruitment and supervision, and reporting on activity
implementation and financial expenditure;
§ Provide inputs in
support of the AIPJ monitoring & learning framework;
§ Provide inputs into AIPJ
reporting;
§ Provide inputs into
program planning, including the development of annual plans;
§ Contribute to enhancing
tools, approaches and methods across the program and identify opportunities
to coordinate resources and share lessons learned; and
§ Maintain and foster
strong relationships and partnerships with stakeholders, especially those
involved in program implementation.
The
Technical Coordinator will perform other duties and responsibilities, as
requested, relevant to supporting the Technical Advisor to effectively
implement the component’s program of work.
Selection criteria
§ A degree in law, social
sciences or another relevant field (a post-graduate degree would be an
advantage);
§ At least 5 years’
experience working on law and justice issues in Indonesia, with demonstrated
career progression. Experience working on anti-corruption and/or community
level justice will be particularly well-regarded, as will familiarity with
PNPM;
§ Demonstrated experience
in managing relationships with government stakeholders in Indonesia,
including in the law and justice sector;
§ Excellent analytical,
research, writing, facilitation and presentation skills;
§ Excellent interpersonal
and team building skills, with demonstrated ability to work collaboratively;
§ Good organisational,
planning and time management skills; and
§ Fluency (speaking and
writing) in Indonesian, high-level English language skills (speaking and
writing).
