ISEAN-Hivos-GF-R10-HIV/AIDS -"Strengthening community systems to reduce
vulnerability to and impact of HIV infection on MSM and TG in Islands of
Southeast Asia"
Seeking Individual Consultant to provide short-term Global Fund Program &
Finance Management-related support services to the ISEAN Hivos Program.
REQUEST FOR EXPRESSION OF INTEREST
The Islands of Southeast Asia Network on Male and Transgender Sexual Health
(ISEAN) and the Humanist Institute for Co-operation with Developing
Countries (Hivos) jointly implemented the ISEAN Hivos Program supported by
Global Fund Round 10. This program has the main goal of reducing the risks,
vulnerability and impact of HIV and AIDS on the lives of MSM and transgender
community in Island Southeast Asia Nations. It intends to address critical
gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs
and TGs.
Hivos, as the Principal Recipient of the grant under the ISEAN-Hivos Program
Global Fund Round 10 is now on its Phase 2 of implementation from October,
2013 to September, 2016. In this regard, it is seeking Expressions of
Interest from qualified Individual Consultants to apply the service provider
for the following tasks: (1) Design Finance Management Training Programs for
Finance Management Trainings, including specific topics such as reporting
for PUDR, EFR, Forecasting Tool, TGF Grant Rating Methodology, and other
Global Fund Requirements, (2) Conduct Finance Training on September 11 to
13, 2014(3) Develop and submit a consultancy report.
Key Qualifications:
1. Established experience in the review and development of Finance
Management Manuals and Reports (PUDR, EFR, Forecasting, & Grant Rating) in
the Global Fund context;
2. Experience in designing Finance Management Training Programs and in
the conduct of actual Finance Management Trainings, including reporting for
PUDR, EFR and other Global Fund requirements;
3. Excellent spoken and written English;
4. Preferably familiar with HIV- AIDS, development support and
community-based capacity building initiatives; including working with local
MSM and TG Community Based Organizations (CBOs), particularly in Indonesia,
Malaysia, Philippines and Timor Leste;
5. Preferably a resident of South East Asia;
6. Ability to intensively travel within the region and visit
organizations in Indonesia, Malaysia, Philippines and Timor Leste as part of
project activities.
