Vacancy RTI International - KSI Project: Senior Advisor, Research and Knowledge Exchange

The Knowledge Sector Initiative (KSI) is a joint initiative between the Governments of Indonesia and Australia to improve the quality of public policies in Indonesia through the use of research, analysis and evidence. The program seeks to achieve this by supporting the capacity building of policy research institutes (the supply side), to improve the quality of their research to meet policy maker’s needs, improve systems and regulations in government to support research-based policy making (enabling environment), and to develop effective models for procuring and using research to strengthen policies that will benefit the country’s poor (the demand side), and working with various intermediary organizations involved in making research-based evidence accessible to policy makers including civil society organizations and the media (intermediaries). The program, projected to be 15 years in duration, started implementation in May 2013.
 
RTI-KSI is currently looking for highly qualified candidates to fill in the Senior Advisor, Research and Knowledge Exchangeto be based in Jakarta, IndonesiaThis is a senior position requiring a minimum of 10 years program management experience.
 
 
Job Summary:
 
The Senior Advisor, Research and Knowledge Exchange will lead the Intermediary Component and be a member of the Senior Leadership Team, working closely with other components of the program in delivering KSI project goals.   Working with a small team, the Senior Advisor will:
·            Work with knowledge sector stakeholders to identify and support the sharing and storing of knowledge;
·            Support existing networks to make effective use of evidence including through innovation;
·            Make evidence more user friendly; and
·            Build a culture of use by encouraging policy makers, the media, advocacy groups and communities to seek evidence as part of their work.
 
 
Essential Duties and Responsibilities:
 
·            Work closely with the Lead Technical Advisor and the Senior Leadership Team to ensure that intermediary activities are directly linked to the objectives of the overall program and specifically to the other components of the program;
·            Develop detailed approaches to and mechanisms for the selection of intermediary organisations and networks to receive support under the program;
·            Build and manage the relationships of all intermediary organisations with the KSI program and amongst and across the partners themselves;
·            Oversee the process of developing solid linkages and understanding of needs and roles between government and non-government project partners through intermediary partners;
·            Develop and manage capacity building activities for intermediary organisations;
·            Work collaboratively with national level counterparts (e.g., from Bappenas, policy research institutes that partner with KSI, national and subnational agencies, Balitbangs, and others) to ensure buy-in and assist the Senior Leadership Team in capacity building for various stakeholders;
·            Work closely with the Evaluation and Organisational Learning Team to set broad parameters for measuring the progress of intermediary work and its contribution to the overall success of KSI;
·            Promote the identification and synthesis of good practices from the project for organizational sharing and learning as well as external information.
 
 
Minimum Required Qualifications:
 
  • At least 10 years of professional experience in building partnerships with government representatives, elected officials, civil society organizations, media, and/or policy research institutes;
  • At least 10 years of experience in policy research, policy advocacy and/or knowledge to policy theory highly desired;
  • Masters or equivalent experience in a relevant social policy research area;
  • Excellent communication and inter-personal skills;
  • Ability to work well both leading and within a team;
  • In addition to Bahasa Indonesia advanced, English speaking & writing skills are required
  • Experience in project implementation and management; and
  • Proven ability to multi-task, produce timely project deliverables and meet reporting requirements
