Vacant Position Provincial Accountant (Temporary)

URGENTLY REQUIRED
The USAID project Prioritazing Reform, Innovation and Opportunities for Reaching Indonesia’s Teachers, Administrators, and Students (PRIORITAS) will focus on capacity building and quality improvements for teacher training institutions (TTI) and for non-academic, pre-service teacher training providers. PRIORITAS will build the capacity of schools and MoEC, MORA national, provincial and district offices together with pre- and in-service teacher training organizations to coordinate, plan and train.
The PRIORITAS is currently seeking qualified individual to fill the position of the
Provincial Accountant (Temporary)
This position will be based in West Java
Duration of assignment : 4 Months
The objectives of the assignment as follows:
The provincial accountant will be primary responsible for the accounting, processing and reporting of the project’s activities from Provincial Office. This position reports to the Provincial Coordinator.
The incumbent will perform a variety of professional level accounting duties involved in PRIORITAS’s project operations. She/he will receive supervision and exercise the tasks. Provides administrative and accounting support to the Provincial Coordinator and Finance Manager. This job requires time management, planning, organization, and prioritized assignments to meet requirements and facilitate workflow.
The Provincial Accountant's responsibilities will include:
  • Supervise and train District Coordinators and other province staff properly on Finance related matters.
  • Maintain accurate financial records and prepare clear calculations to support informational, auditing, and operational use.
  • Ensure project compliance with PRIORITAS-RTI accounting policy vis-à-vis fund accounting in accordance with generally accepted accounting principles, and compliance with USAID regulations.
  • Monitor provincial office bank and petty cash accounts.
  • Reconcile PRIORITAS provincial office bank and petty cash accounts timely & properly.
  • Prepare monthly PRIORITAS provincial office expense report and address any financial discrepancies.
  • Ensure that all transactions are properly documented and approved.  
  • Review and ensure adherence to PRIORITAS and USAID administrative/financial compliance procedures for all expenditures.
  • Review petty cash and perform a monthly petty cash count and surprise petty cash count.
  • Prepare & submit a monthly budget request to PRIORITAS Jakarta after reviewed by Provincial Coordinator.
  • Ensure that all transactions are adequately supported and approved, filed properly and on time. All payment documents are cancelled (stamp PAID) to avoid resubmission for payment. Original documents are attached to support payments.
  • Assist Provincial Coordinator in ensuring that PRIORITAS-RTI policies and procedures and Quickbook implementation are followed; monitoring PRIORITAS’s operations, investigate problems and resolve as appropriate.
  • Continuous learning on Quickbook Accounting System when Quickbook is introduced to regional offices.
  • Any other duties that may be assigned by Provincial Coordinator.
Qualifications:
  • Bachelor’s Degree in Accounting or related field
  • Minimum 3 years of relevant experience in the field of accounting
  • Able to work under tight deadlines and managing priorities
  • High degree of adaptability to varied working environments and good interpersonal and teamwork skills
  • High standard of personal and professional integrity
  • Experience in administering USAID and RTI financial regulations, systems and procedures is desirable 
  • Proficient in MS Excel and working knowledge of Quickbooks accounting software is preferable
  • Able to communicate in both native language and English (written and spoken)
