AEPI SSQ - Information Management & Reporting Manager 


​Australia’s Education Partnership with Indonesia (the Education Partnership, or EP) is currently the largest intervention funded by the Australian Government anywhere. Through the Education Partnership, Australia supports the Indonesian Government’s long-term strategy to strengthen and consolidate its national education system, with a particular focus on the current Indonesian five-year plan (2010 – 2014) and support for the initial stages of the subsequent five-year plan (2015 – 2019). The Education Partnership builds on the successes of previous Australian Government supports to the Indonesian education sector by strengthening government systems. Under the Education Partnership, there are three managing contractors and the largest, School Systems and Quality (SSQ) contract, is managed by Cardno Emerging Markets. SSQ covers three components, each relating to a different aspect of the Education Partnership. Each of the SSQ-supported components
is national in scope, supporting existing government structures. Component 1 (C1) focuses on strengthening systems for infrastructure development within the education sector — specifically, supporting MoEC to assure construction quality of new junior secondary schools. Within C1, the primary source of data for regular reporting is the Information Management and Reporting (IMR) Unit which:
> Receives, cleans and stores school construction data (including photos) coming in from field monitors on a weekly basis;
> Receives critical issue and fraud reports from field monitors;
> Generates standard reports to program stakeholders including MoEC and DFAT.
> Component narrative reports also draw on information generated by the Program Technical Unit, the Site Selection Unit and the Monitoring Unit within SSQ C1.

The Complaints Handling System is operated by the Complaints Handling Unit within MoEC. The CHS is one of a number of complaint/feedback units operating within the Ministry and is charged specifically with handling complaints related to schools built under the Education Partnership. SSQ C1 already supports this function through the role of the CHS Support Officer (National). In some cases, the Complaints Handling Unit may call upon SSQ C1 Field Monitors to clarify information related to its caseload. 

Key Responsibilities
Reporting to the C1 Manager and working closely with the Senior Infrastructure Manager, the Program Technical Unit, the Construction Monitoring Unit, the Site Selection Unit and relevant staff from the Ministry of Education and Culture (MoEC), the IMR Manager will be responsible for overseeing all reporting functions within C1 including both narrative and data-based reporting. The Reporting Specialist (National) within the IMR Unit will provide direct support to the reporting function of the IMR Manager role. The IMR Manager will be responsible for the day-to-day management of the Information Management and Reporting Unit. Working closely with the CHS Coordinator from MoEC, the IMR Manager will support MoEC in the development, efficient operation and effective use of the Complaints Handling System. The SSQ C1 CHS Support Officer will support the CHS function and report to the IMR Manager

​Key Selection Criteria:
The following are required for the position of IMR Manager:
1.University qualification (Bachelors or equivalent) in information management, communications, or other relevant discipline. 
2.At least 5 years relevant experience 
3.Very good understanding of, and experience with, donor and institutional reporting requirements. 
4.Excellent interpersonal skills with an ability to build effective working relationships internally and externally 
5.Experience and ability to manage and supervise a team including specialist staff. 
6.Strong analytical skills and the ability to identify high-priority information. 
7.Highly proficient written and spoken English 
8.Proficient written and spoken Bahasa Indonesia

The following are highly desirable for the position of IMR Manager: 
> Postgraduate degree (Masters or equivalent) in information management, communications, or other relevant discipline. 
> Prior working experience in Indonesia, especially with the Indonesian government 
> Background in or knowledge of complaints handling systems
> Background in or knowledge of database and management information systems and processes

Duration of Contract:
The duration of contract for this position is for 12 months with possible extension.
