Consultant for Policy Study-Developing Initial Framework for Replication of Best Practices from Foreign Loan and Grant Projects (3 months)



Under Project SUSTAINABLE ECONOMIC DEVELOPMENTHROUGH SOUTH-SOUTAND TRIANGULAR COOPERATIOIINDONESIA


I.               Background
Indonesia is the largest economy in Southeast Asia and has progressed rapidly over the past decade to become a dynamic, competitive and decentralized electoral democracy with a rapidly growing middle class. Indonesia is ambitious in international relations and has made important strides in reducing poverty and promoting equality while enacting policies that create employment opportunities and upgrade skills, improve public services and infrastructure, and start to address issues of governance. In spite of the substantial and often impressive progress that has been made, there still remain substantial challenges, particularly regarding poverty reduction, with poverty still prevalent in many areas, mostly in the rural areas. Various initiatives have been developed to tackle challenges in development, including initiatives supported by international partners. Corresponding to its achievement in economic and development target, Indonesia’s view to the international cooperation has also shifted. Foreign assistance, in the form of foreign loans and grants, is no longer interpreted as financing alone but also seen as development model which has the potential for knowledge transfer and promote international best practices. As diverse innovative models and experiencesgenerated from loan and grant projects, there is increasing demand for acces to those knowledges.
In response to the shifting direction of international cooperation in Indonesia and the demand for knowledge on solutions to promote development, the Directorate for Multilateral Foreign Funding/ DMFF, acted as regulator for multilateral foreign funding, currently is seeking framework to meet the demand for knowledge in lesson learned, best practices and innovation resulted from loan and grant projects in Indonesia. The knowledge will benefited and provided inputs for the government and various stakeholders in ensuring projects’ sustainability and furthermore to institutionalize, scale up and replicate projects’ best practices in other areas of development. In line with the government’s needs, International Fund for Agricultural Development/ IFAD, through Sustainable Economic Development through South-South and Triangular Cooperation in Indonesia (“the Project”) will support the DMFF in facilitating knowledge documentation and sharing. The Project is expected to support the documenting and sharing lessons and best practices from projects supported by the foreign loan and grant, to be further replicated and informed policy.
In order to support the DMFF in defining the best suited framework for replication, the Project needs to formulate policy study in developing the initial framework for replication of best practices from foreign loan and grant projects.

II.         Descriptionof Works andResponsibilities
The Consultant for Policy Study will be appointed to assist the DMFF in formulating the policy study with specific theme, i.e. “Developing Initial Framework for Replication of Best Practices from Foreign Loan and Grant Projects”. The policy study will act as part of Sustainable Economic Development through South-Southand Triangular Cooperation in Indonesia (“The Project”), which will give inputs to the Government in developing general and best suited framework for replication to be implemented in various initiatives assisted by the foreign loan and grant projects.The policy study will be formulated in line with The Project’s objective to support the DMFF in documenting and sharing knowledge related to IFAD and others multilateral foreign funding.
The formulatioof the study will be based on data and information related tovariation of best practices and lesson learned collected from multilateral foreign funding projects in Indonesia. The study will also collected information from replication means which already developed and initiated by the central and regional government of Indonesia. Therefore, the expecteoutput from theconsultant of policy study is the document opolicy study, which will includes thefollowing minimum contents:
·      Identify variation of best practices and lesson learned generated from IFAD and other multilateral foreign funding projects in Indonesia
·      Analysis of replication means initiated and developed by multilateral foreign funding project and/ or the government of Indonesia
·      Identify and develop initial replication framework
·      Develop initial institutionalization scheme of projects replication
The consultant will get the data and information from desk study,discussion, interview, and field visit if necessary. The consultant will deliver theoutput under the guidance of DMFF and through an extensive involvement andconsultation with the other stakeholders related to the project. The performance ofthe consultant will be measured from the output resulted in the end of three monthsperiods of service.

III.       Requirements for Qualifications and Competencies
a.    Academic Qualifications
Bachelor degree in a relevant discipline such as public policy, social science, or other relevant field.
b.    Professional Experiences
Minimum 3 years of professional experience, preferably in the field ofdevelopment. He/ She should have abilities in conducting analysis and formulating study.
c.     Competencies
The consultant is expected to have the following core competencies:
·      Experience in the field of development cooperation;
·      Experience in works related to foreign assistances is an asset;
·      Experience in working with government agencies (central and local),civil society organizations and international organization is an asset;
·      Demonstrates excellent oral and written communication skills;
·      Builds strong relationships with clients and external actors;
·      Demonstrates openness to change and ability to manage complexities;
·      Responds positively to critical feedback and differing points oview;
·      Ability to lead strategic planning, change processes, management andreporting;
·      Consultant should have experience in designing multiple languageversions;
·      Ability to work in a team and under pressure while strictly meetingdeadlines;
·      The consultant must demonstrate a sufficient level of understandingregarding communication and information technologies and their potentialuse.
