EoI: Evaluation of Results and Closing Engagement - Making Urban Investment Work - UN-Habitat

On the request and invitation of the Ministry of Public Works, Directorate General Human Settlements, UN-Habitat undertook a technical advisory project to test out ways for cities to come up with comprehensive strategies for medium-term city development. The project commenced in 2011, when the Directorate General was rolling out its RPIJM (Rencana Pembangunan Infrastruktur Jangka Menengah). Over the course of the project, UN-Habitat supported Solo, Pekalongan and Banjarmasin to formulate comprehensive strategies which supported the resource mobilization of the cities from local, provincial and national budgets. In 2014, the Directorate General revised its guidelines, now called RPI2JM.

The project will close in December 2014. The Directorate General wishes to end the project with an evaluation, to look at the results achieved in terms of infrastructure realization and improved strategic planning in the pilot cities. Furthermore, a closing workshop should disseminate RPI2JM and the lessons-learned. One or more of the pilot cities should actively participate in the closing workshop. The closing workshop should target a multitude of stakeholders, to be selected by UN-Habitat, the partner and of course the Ministry. All activities need to be completed by 31 December 2014. The closing workshop will also be an opportunity to evaluate the role of professional planners in ‘making investment planning work’ in contemporary cities.
