Australia Indonesia Partnership – Promoting Rural Income through Supports for Markets in Agriculture (AIP PRISMA)

The Australia Indonesia Partnership for Promoting Rural Income through Support for Markets in Agriculture (AIP-PRISMA) is a rural development program which aims to contribute to a 30%, or more, increase in net incomes for 1,000,000 poor rural female and male farmers, 300,000 of which will be reached by June 2017. AIP-PRISMA will focus on Eastern Indonesia (EJ, NTB, NTT, Papua and W Papua). Once it is fully operationalized, AIP-PRISMA will be the largest making markets work for the poor (M4P) project in the world.
AIP-PRISMA intends to build up a pool of agriculture sector specialists on which it can call on for short term consultancies. While AIP-PRISMA is developing its strategies to work in the sectors, it needs the support of sector experts to validate that the technical interventions make sense to the sectors. In addition, the sector experts could also help in the discussion with the market actors, who would then make the necessary changes and adopt new business models which would help the farmers increase their productivity/production.
The sectors that AIP- PRISMA intends to cover, among others are:

Specifically, the consultants maybe required to:
· Provide mentorship and oversight during field investigation of the agriculture sector.
· Provide advice on the analysis of the field data / information
· Undertake the technical review of the sub-sector growth strategy documents prepared by AIP-PRISMA
· Provide input in the design of the interventions in the various sectors
· Provide support in developing collaboration/partnership with the private sector companies working in the sector
· Provide long term technical backstopping to the AIP-PRISMA sector teams
· Provide insights into new technologies that could be adapted/commercialized in Indonesia
· Other tasks could be added to the list above. However, the actual tasks will be determined as per the need of AIP-PRISMA, and the TOR will be drafted to be supplied to the shortlisted pool of experts.
Criteria:
- A post-graduate level qualification in the relevant sector
- More than 5 year experience in the specialized sector or agricultural development with at least 3 years in advisory roles
- Experience and knowledge of agricultural markets and conditions in Indonesia. Experience in the target provinces would be advantageous
- Demonstrate technical expertise in the relevant sector.
- Proven experience in market development approach (M4P) would be advantageous
- Experience with conducting field investigation for market development
- Experience in working with and convincing private companies to venture into new areas/business models in the agriculture sector would be advantageous
- Experiences in introducing or carrying out activities in innovative technologies and practices in the sectors
- Open minded and people oriented.
