II. Organizational Context and Scope
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
 
The Project ‘Strengthening the Indonesian National Police (INP) through Institution-Building Phase III specifically aims to improve the professionalism of the Provincial Police in Tanah Papua and  Maluku,  advance INP personnel’s skills and capacities to effectively implement human rights-based community policing at the local level, and enhance police-community relations.
 
The 21-month project implementation is grounded on the findings of baseline survey conducted during the inception phase. The project Implementation Team, in close coordination with communities and other project beneficiaries will carry out the activity in three folds, which are to strengthen INP’s training and education institution, to train police and the community and to implement community policing at village level. 
 
The Project  Assistant will be working under the guidance and overall supervision of the  Project Coordinator and  direct supervision of  the Senior Project  Assistant.
 
III. Responsibilities and Accountabilities
1.    Organize training and workshop as well as all project activities related to “Strengthening the Indonesian National Police through Institution Building – Phase III” project, including cascade trainings or workshops in pilot project areas in Papua.
2.    Contribute to the development of plans and strategies for all project components.
3.    Assist national consultants or evaluator in the conduct of baseline/end line survey, training need assessment or other study activities, in coordination with Senior Project Assistant and partner agency.
4.    Liaise and coordinate with INP at provincial and district level to ensure proper implementation of project activities through close coordination with Senior Program Assistant.
5.    Coordinate with NGO, local leaders and other stakeholders in relation to the identification of appropriate participants of project activities.
6.    Carry out preparation of field activities to ensure that activities are well planned and coordinated with relevant stakeholders. Ensure that the Senior Project Assistant, Project Coordinator or Consultants are regularly updated on the progress of project activities.
7.    Prepare and submit project activity reports in a timely manner.
8.    In coordination with Senior Project Assistant, actively facilitate the monitoring of project activities and achievement particularly in the conduct of “join reflection” session at district and sub district level.
9.    Prepare minutes of meetings and draft letters as necessary.
10.  In coordination with Senior Project Assistant, prepare estimated budget for project activities and ensure to submit report of expenditures on a timely manner.
11.  Establish and maintain relationship with NGO, CSO and community leaders or other relevant stakeholders at local/district level to ensure their support and contribution to Indonesian National Police Reform, particularly to ensure that effective working relationship and information sharing channels with the project are maintained.
12.  Represent the project in meetings with INP, Government of Indonesia or Community at district or sub-district level as necessary.
13.  Perform other duties as may be assigned

Technical
 
a)      Effectively coordinate actions with other implementing partners

V. Education and Experience
 
a)     Indonesian National with good knowledge of, and experience in project implementation and operational.
b)     Diploma or university degree from an accredited academic institution, preferably in Social Studies, Community Development, Program Management or a combination of relevant training and experiences in any of these fields.
c)     Five  years of progressive experience in the same position or  working with Capacity Building project.
d)     Experience working in humanitarian organization or foreign funded organization is preferable.
e)     Proficient in computer applications, particularly MS Office.
f)      Excellent interpersonal skills.
g)     Ability to work with minimum supervision and work effectively in a team.
h)     Strong coordination and liaison skill
 
VI. Languages
 
Language: Thorough knowledge of English and Bahasa Indonesia. Knowledge of local languages is an advantage.
