Oxfam Indonesia is recruiting a Procurement Officer who will report
directly to provide adequate procurement and other logistics support,
capacity building and oversight to the operation of our program offices.
She/he will directly report to Senior Logistics Officer under properties &
logistics department.

Dimensions

To support management team in designing and implementing the changes coming
with the new Oxfam Country Strategy in Indonesia and lead & advise on, and
implement the full range of human resource strategies necessary to support
effective people management within Oxfam in Indonesia. The job holder will
be supported by the Country Director, DCD, the Country HR Manager & team
and the Regional HR team. The post holder will provide on the job support
to the Country HR Manager and his team in order to improve current HRM
practice and to adjust future HRM practice to the new Oxfam Country
Strategy.

Responsibilities & Deliverables

General
Provide specialist advice to the Management Team and Programme
Coordinators on HRM and related business issues in coordination with HRM
and with specific attention to Change Management.
Support Management in improving HRM practice and coach the current HR
team to improve performance and develop a more strategic approach
Provide strategic leadership on HRM in the current program and in the
design and implementation of the upcoming Change Processes in Oxfam in
Indonesia
Support the professional communication of the change process and guide
the HR team in consistent follow up and management of the change.
Guide the team in resolving diverse problems that impact the performance
of the departments, teams and area offices.

Key Responsibilities

Receive all program requisitions for registration, follow-up and
closure.
Procure in accordance with Oxfam GB Policies and procedures, and donors’
when relevant, ensuring the purchase of goods of an appropriate quality
and fair market price.
Ensure that all purchases are properly authorized in accordance with
Oxfam GB policies and procedures, and donors’ when relevant.
Obtain quotes for goods from appropriate vendors, ensuring that the
goods quoted for are of appropriate quality.
Maintain updated file for price guides/ Catalogues/ Product technical
information to be used by the field and office for budgetary and
ordering purposes.
Pass any queries from the vendors to person requesting via way of the
regular written reporting system or, if urgent, verbally.
Seek alternative vendors and obtain price for inclusion in the
vendor/price Database.
Maintain effective transparent lines of communication with vendors.
Update the key contacts list at all times and ensure vendor files are
updated accordingly.
Prepare the LPOs and keep record for any procurement act and maintain
inventory of used LPOs for future reference. Have the Log Manager
review/approve the PO or the next level of authority (according to
Oxfam’s policies). Issue the LPO to the vendor and ensure he signs it.
Ensure proper filing.
Liaise with the Warehouse Officer in regards to delivery details.
Transfer a copy of all procurement documents to the relevant staff who
will be receiving the goods.
Ensure that every payment file sent to the finance department is booked,
properly filed (approval, support document, payment request, coding).
Liaise with the receiving staff member (warehouse manager or log
assistant) to ensure all goods received comply with the order (quality
and quantity) before preparing the payment request. Hand the payment
request file to the Log Manager for review and approval.
Update daily the PR metrics; provide the Log Manager with the weekly
status report on all PRs and POs.
Keep and maintain procurement files consisting of PR, RFQ, Quotes, Bid
Analysis, PO, Invoice, D/N, GRN, request for waiver or any other
special document that may be required.

Regional Support
Support emergency responses in other countries as requested through direct
deployment or distance support.

The competencies & requirement:

At least 3 years on similar responsibilities (logistics or/and
procurement/purchasing and supplies), preferable min. diploma in
purchasing and supplies.
Commitment to the aims and objectives of Oxfam.
Strong commitment to gender, diversity issues, equal opportunities and
capacity building.
Commitment to humanitarian principles and action, including NGO/Red
Cross Code of Conduct, Sphere standards, Oxfam International procedures
and confidence to promote these principles to wider stakeholders
involved in humanitarian responses.
A-level or equivalent technical training certificate
Valid driver’s licence and good driving record.
Good Computer skills in MS Word, Excel, Access.
Good written & Communication skills
Able to organise own work with minimum supervision.
Good time-management skills.
