Title: Project Evaluator
Terms of Contract: Specific Task Agreement (Consultancy-Based Contract)
Period: This project will start in January 2015
SUMMARY
In order to ensure that the interests of children are protected before, during, and after an emergency in disaster prone areas, ChildFund Indonesia with funding from Australian Aid implemented a comprehensive child-focused strategy that builds resilience in young children and their parents/caregivers to be better prepared in times of disaster. In this ‘DRR in ECD in Sumba’ project, ChildFund Indonesia was tasked with training parents/caregivers and ECD teachers/health cadres on Disaster Risk Reducation Management (DRRM) and Child Protection (CP).
The objective of this project evaluation is to assess to what extent the project achieved the anticipated results, as defined in the project proposal, and identify further improvements to the ‘model’ prior to replication elsewhere. To this end, the evaluation will review both technical and programmatic aspects of the ‘DRR in ECD in Sumba’ project focusing on the implementation, the target groups and beneficiaries, outcomes, achievements.
PLACE OF PERFORMANCE
The consultant will be based in Jakarta but will be expected to travel to visit all the 8 ECD centers in Sumba that have been renovated and meet with government officials, parents/caregivers, ECD teachers/health cadres as well as community representatives involved in these working areas. Travel/accomodation etc will be organized by ChildFund.
DELIVERABLES
1. Project Evaluation report of the ’DRR in ECD in Sumba’ project
2. Powerpoint presentation made to ChildFund Indonesia’s National Office and donor community, as requested.
3. List of all meetings held and receipts/bills submitted upon completion and submission of the Project Evaluation report.
4. All documents are in English.
QUALIFICATIONS
· At least 5-10 years experience of working in/on Early Childhood Development (ECD)
· Knowledge of DRRM and experience of emergencies.
· Solid understanding in Child Protection particularly in Disaster Risk Reduction and Management (DRRM)
· Experience in conducting project evaluations.
· Outstanding written and oral communication skills in English.
· Strong computer skills.
EDUCATION
· Qualified in Early Childhood Development (ECD)
· Working experience of Disaster Risk Reducation and Management (DRRM) and Child Protection (CP) in DRRM.
