The British Council in Indonesia – Premier Skills team is currently seeking: 
Independent Consultant(s) - for Mapping, Monitoring and Evaluation, and Endline Study. Jakarta, Indonesia
Background:
Premier Skills draws upon the Premier League’s global appeal and expertise in delivering communityprogrammes in the UK, alongside the British Council’s global network, track record of delivery and world class expertise in English.
Since August 2013, we are embarking on a three-year extension of Premier Skills with Premier League. For 2013 - 2016, Indonesia is focusing on the area of Premier Skills which links community projects run by Premier League clubs with similar projects in other countries (we call it KICKS), which locally called as Gocekz Projects in Indonesia (Gocekz means 'dribble' in Bahasa Indonesia).
Gocekz is a social inclusion project that uses football as a tool to engage with disadvantaged children. We are working with some of the most challenging and disadvantaged communities `in Jakarta. Many of the children have spent time living on the street and have been exposed to crime and unhealthy lifestyles.
As Premier Skills in its extension period, Gocekz would like to focus more to contribute in addressing life skills among some of the most vulnerable groups of young people in Jakarta area. The specific areas of life skills that the programme would like to contribute are: teamwork, respect, friendship, and healthy living.
Purpose of job: 
·         To assure that activities designed meets the needs of our targets/beneficiaries, including children;
·         To assure that delivery, effectiveness, value for money, and impact of the activity model are captured;
·         To inform improvements in the delivery of the project during its lifetime, and for the purpose of replicating works elsewhere and/or taking up approaches and activities that have proven to work in order to scale up the project;
·         To report the findings and lesson learnt throughout the process;
·         To feed into and inform the joint evaluation of the Premier Skills programme as a whole;


Key Deliverables:   

1.   Mapping Survey
      The mapping will look at behaviours components that will be addressed through a football focused activities alongside its English learning activities and training intervention for young people, community coaches and social workers at children and/or drop-in centres in Jakarta.
2.   Monitoring and Evaluation
      The consultant will develop monitoring & evaluation tools and necessary activities to introduce monitoring & evaluation processes, particularly in the pilot activities for Premier Skills Gocekz to address life skills, to programme beneficiaries. The key element of monitoring & evaluation tools to be developed is it should be simple enough to be used by programme beneficiaries.
3.   Endline Survey
      The endline study will have a look and record changes in life skills components that occur through football focused activities and English learning activities at children centres and drop-in centres in Jakarta.
The mapping survey is anticipated to begin in October 2014, while the endline study is expected to begin in March 2015.
