Title: Youth & Adolescent Development Specialist

MAIN TASKS AND RESPONSIBILITIES:
Under the direct supervision of the Chief Field Office in Surabaya and overall guidance of the
Chief of Education and Adolescent Development, the incumbent is accountable for formulation,
design, planning, implementing, monitoring and evaluation of scaling-up cost-effective
Adolescent intervention packages in Central Java, East Java and West Nusa Tenggara.
To ensure timely, regular data-driven analysis for effective prioritization, planning, development
and results-based management for scaling-up Adolescent interventions.
To ensure technical and operational guidance provided to key government and non-government
partners on scaling-up interventions, including the elaboration and implementation of detailed
sectoral work-plans and budgets.
To ensure monitoring, evaluation and reporting on Adolescent interventions carried out through
various field visits, in a timely manner, efficiently, rigorously and transparently in compliance with
the established guidelines and procedures.
To ensure effective knowledge management through documentation and dissemination of
lessons learned and implementation of appropriate capacity building activities.
To ensure integration of rights-based approaches and humanitarian principles in related
interventions.
To ensure effective communication, networking and leveraging achieved through partnership and
collaboration with related government and non-government partners.
 
PROFILE OF THE IDEAL CANDIDATE:
• Advanced University degree*) in Education, Social Sciences, or field(s) relevant to
international development cooperation.
• Minimum 5 (five) years of professional work experience in the relevant field
• Experience of working in the UN or other international development organizations is an
asset.
 
• Experience in policy level development work is an asset.
• Fluency in English and Bahasa Indonesia (oral and written) is required.

MAIN TASKS AND RESPONSIBILITIES:
Under direct supervision of the Education Specialist based in Jayapura, the incumbent is
accountable for professional technical contribution to education programmes/projects design,
planning, administration, monitoring and evaluation, data analysis and progress reporting.
Commitment for enhancement of gender-sensitive teamwork and capacity building, in support of
achievement of planned objectives of the work plan, aligned with country programme goals and
strategy.
To ensure the availability of accurate, complete and up-to-date information required for effective
Education programme and project design, implementation, management, monitoring and
evaluation, including gender disaggregation; provide support for sharing the information with
relevant partners.
To enhance project efficiency and effectiveness through implementation follow-on activities with
various implementing partners, including monitoring UNICEF inputs, local conditions and
resources, flow of supply and non-supply assistance and Education project status.
To ensure the appropriateness of financial, administrative and supply documentation; verify that
Education project expenditures are within allotments and that data is consistent with the project
information and database.

evaluation of HIV&AIDS Prevention for adolescent and young people including protection for
orphans and children made vulnerable by HIV&AIDS in Papua Barat Province, data analysis and
progress reporting, and commitment for enhancement of teamwork and capacity building, in
support of achievement of planned objectives of the work plan, aligned with country programme
goals and strategy of UNICEF Indonesia.
To ensure accurate, complete and up-to-date information made available for effective budget
preparation, programme and project design, implementation, management and evaluation of the
HIV&AIDS prevention among adolescent and young people including protection for orphans and
children made vulnerable by HIV&AIDS in Papua Barat Province.
To ensure project efficiency and effectiveness enhanced through effective implementation
follow-on.
To ensure Progress reports and project work plans timely prepared, and effective technical
assistance provided in the identification of required supplies and equipment, and in the drafting
of Country Programme Recommendation and other project documentation.
To ensure appropriateness and completeness of financial and supply documentation as well as
adherence to established allotments ensured.
To ensure knowledge sharing with donors and media promoted.
To ensure effective communication and networking achieved through partnership and

PROFILE OF THE IDEAL CANDIDATE:
• Advanced University degree*) in Social Sciences, Health, Public Health, Family Health,
Nursing, or a field relevant to international development assistance in HIV/AIDS.
Background/familiarity with Adolescent Development and Education.
• Minimum 4 (four) to 5 (five) years of professional work experience in the relevant field.
Field work experience with national or international organization on HIV&AIDS or
Adolescent Health; Experience in knowledge management. Training and experience in
social welfare, or HIVAIDS prevention.
• Experience of working in the UN or other international development organization is an
asset.
• Fluency in English and Bahasa Indonesia (oral and written) is required.
