General Objective
CBM is an international development organisation whose primary purpose is to improve the quality of life of the world’s poorest persons with disabilities and those at risk of disability. CBM works with partner organisations in low income countries to both develop and ensure that persons with disabilities and their families have ready access to affordable and comprehensive health care and rehabilitation programmes, quality education programmes and livelihood opportunities. Working with persons with disabilities, CBM advocates for their inclusion in all aspects of society, and for the inclusion of disability in international cooperation.
Position Objective
The job holder is responsible for managing and implementing the Australian Aid funded Inclusive System for Effective Eye-care (I-SEE) project in Bandung, West Java in coordination with CBM’s partners, the Cicendo National Eye Centre Hospital (CNECH) and Bandung District Health Office, as well as DPOs (Disabled People Organisations) and other stakeholders. Reporting to the Programme Manager, the job holder ensures that programme management and implementation meet CBM’s quality and accountability standards. With frequent visits to Bandung District Health Office, he/she is responsible for managing the office in the CNECH building in Bandung as well as for maintaining close communication with CBM’s Country Office in Jakarta.
Duties and Responsibilities
 
1.    Project Management and Coordination
a.    Ensure adherence to CBM accountability and programme quality standards
b.    Provide guidance and support to the project partners and its staff members in assessing the context and needs; in planning and implementing activities; and in monitoring and reporting
c.    Support and contribute to data collection and surveys undertaken by project partners
d.    Help develop appropriate advocacy and awareness-raising strategies in cooperation with project partners and other stakeholders
e.    Contribute to the development of relations with stakeholders, e.g. government, professional organisations, DPOs (Disabled People Organisations), private sector
f.     Support project partners and their staff to ensure the participation of persons with disabilities as well as women and children in the project
g.    Support project partners in the organisation and facilitation of events (meetings, workshops, training and seminars)
h.    Ensure good practice case studies / lessons learned are adequately documented and shared
i.      Work with project partners and other stakeholders to ensure the promotion and long-term sustainability of inclusive eye care programme in Bandung district
j.     Maintain and update project filling system and documentation
2.    Financial Management and Project Reporting
a.    Act as budget holder of the project
b.    Ensure adherence to CBM and Australian Aid accountability standards
c.    Responsible for financial accountability at the project and with project partners
d.    Prepare project narrative reports
e.    Prepare financial reports in coordination with CBM’s Finance Officer
f.     Ensure the timely submission of narrative and financial reports
 
3.    Project Coordination
a.    Responsible for setting up and maintaining the project office in close coordination with CNECH
b.    Translate documents, data and other project information as well as interpret in meetings, when required
c.    Coordinate and facilitate visits of CBM staff and advisors as well as other visitors
d.    Represent CBM to external stakeholders in meetings, lectures, seminars related to the project
e.    Anticipate potential issues or risks, and proactively raise them to management as necessary, and offer recommendations or possible solutions
 
Position Requirements
Educational Qualification and Work Experience:
  1. Relevant academic degree or further qualification
  2. At least four years professional experience in planning, managing and evaluating international development programmes
  3. At least two years experience in a management position
  4. Previous experience with community health systems and projects
  5. Knowledge and experience in disability inclusive development projects
  6. Knowledge and understanding of eye care strategies, systems and approaches a considerable advantage
  7. Good understanding of Project Cycle Management (PCM) and experience in monitoring and evaluation
  8. Proven experience in financial management

  5. Team player with intercultural competence and sensitivity

  7. Proven good organisational and coordination skills as well as a high level of autonomy and flexibility
  8. Knowledge and understanding of Sundanese language and culture would be an asset
