AEPI SSQ – National Adviser Online Learning Delivery

Job Summary

Background

Australia’s Education Partnership with Indonesia (the Education Partnership) is currently the largest development assistance program funded by the Australian Government anywhere in the world. Through the Education Partnership Australia supports the Indonesian Government’s long-term strategy to strengthen and consolidate its national education system, with a particular focus on the current Indonesian five-year plan (2010 – 2014) and support for the initial stages of the subsequent five-year plan (2015 – 2019). The Education Partnership builds on the successes of previous Australian Government supports to the Indonesian education sector by strengthening government systems. Under the Education Partnership, there are three managing contractors with the largest, School Systems and Quality (SSQ) contract, being managed by Cardno Emerging Markets.
Each of the three SSQ-supported components is national in scope, supporting existing government structures and National Education Strategic Planning. Component 2 of the Education Partnership is mainly delivered through the Government of Indonesia’s systems using grant funding from Australia. The grant funding will be used to support the nationwide professional development of education personnel. Component 2 provides technical assistance to MoEC and MoRA as they implement training programs developed using Government of Australia funding under the Educational Partnership to develop the capacity of principals, supervisors and provincial and district education personnel.

Key Responsibilities
The National Adviser Online Learning Delivery will work with MoEC personnel and a team of SSQ advisers to prepare professional development learning material for flexible delivery using media such as the Internet, DVD/CD, television, and audio-conferencing. In particular, the Adviser will support the development and implementation of online delivery for Supervisor Professional Development and Principal CPD modules Units of Learning (UoLs) in 2015. The adviser will work with the Flexible Delivery Team and other SSQ advisers to identify other options for the flexible delivery of professional development programs to ensure that all targeted participants have access to professional development.

The Adviser will be required to develop professional and productive working relationships with key counterparts at the Board of Education and Culture Human Resource Development and Education Quality Assurance (Badan PSDMPK & PMP) at the Ministry of Education and Culture (MoEC). The Adviser will work as a member of a team of advisers in Component 2, particularly the International Adviser Online Delivery, the National Adviser Flexible Delivery Design and the MIS Adviser/Systems Analyst.

The Adviser will report to the Component 2 Manager through the Senior Adviser Professional Development and will be responsible for:
1. Identifying options for the flexible delivery of professional development learning programs to facilitate
access by all targeted education personnel in Indonesia.
2. Contributing to the review and redesign of learning materials and programs for online delivery and
other flexible delivery methods.
3. Contributing to the management and monitoring of the implementation of Online Learning.
4. Assisting MoEC and SSQ personnel to prepare learning materials for online delivery.
5. Developing and implementing programs to build the capacity of MoEC personnel responsible for
online delivery of CPD and other ProDEP activities.
6. Contributing to the work of the Component 2 team by participating in regular meetings, working as a
member of working groups on a range of priorities and preparing reports as required.
7. Preparing work plans and regular reports about achievements against agreed targets relating to the
role.
8. Other relevant duties as required.

Key Requirements for the Position
The National Adviser Online Learning Delivery will require the following skills and experience:
1. Post-graduate qualifications in education or other relevant area.
2. At least 10 years’ experience working in education or another relevant field in Indonesia
3. Knowledge and understanding of effective professional development strategies to improve the
competence of education personnel.
4. Demonstrated understanding of and experience in designing, developing and implementing
professional development programs using flexible delivery modalities.
5. Extensive and current knowledge of flexible delivery methodologies for professional development.
6. High level information technology skills and knowledge.
7. Demonstrated understanding and experience in capacity development contexts, including negotiated
professional partnerships, mentoring and coaching.
8. Strong interpersonal skills and ability to liaise with stakeholders, particularly with Government of
Indonesia counterparts and international education specialists.
9. Highly self-motivated and demonstrated capacity to work independently and as part of a team.
10. Excellent written and verbal communication skills in Bahasa Indonesian.
11. Capacity to communicate effectively in written and spoken English.

Duration of Contract:
The duration of contract for this position is for an initial input of 12 months with possibility of a 12 month extension
