Handicap International is currently looking for a consultant to evaluate the Inclusive Education project.
Introduction
Handicap International is a non-governmental organization, specialized in the field of international solidarity. It was formed in 1982, with its headquarters in Lyon (France). Handicap International is working in over 55 countries worldwide and a co-winner of 1997 Nobel Prize for Campaign against Land Mines. Handicap International is made up of a Federation and eight sections (national associations) which work together on mobilizing resources, co-managing projects and promoting the movements’ principles and activities. Handicap International is neither exclusively a development NGO nor exclusively an emergency relief NGO. Non-governmental, non-religious, non-political and non-profit making, Handicap International works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant.
Handicap International has been working in Indonesia since 2005 to support health and social initiatives related to persons with disabilities. In collaboration with the Ministry of Social Affairs of the Republic of Indonesia, Handicap International implements activities that will allow people with disabilities to have greater opportunities to exercise their rights and enhance their dignity.
The strategy of Handicap International activities in Indonesia is to increase the capacities of institutions and services working in the field of disability, to ensure that the general public and decision makers are aware about disability as a human rights and development issue, and to empower people with disabilities and their organizations to participate actively in the life of their communities.
Project Presentation
The majority of children with disabilities are out of school, while many of those enrolled are not learning efficiently. To guarantee that all children with disabilities have access to quality education, education policies and action plans defined at provincial and district level must take into account all disabled children, encourage their full participation and promote diversity.
The project aims to promote and enforce the right for children with disabilities to access education by contributing to the development of a quality inclusive educational system in Nusa Tenggara Timur (NTT) and Nusa Tenggara Barat (NTB) provinces.
To do so, Handicap International works with its partners to increase and improve access, retention and performance of girls and boys with disabilities in inclusive schools. The project acts on different elements and key players in connection with the school. The activities performed include interventions with parents, communities, teachers and other education staff such as:
• Identification of barriers to education faced by children with disabilities.
• Awareness-raising of parents of children with disabilities and communities on issues and opportunities related to inclusive education.
• Training for parents to better support their child with disability in their daily life and education.
• Training for teachers and supervisors to improve the participation of children with disabilities in their class (disability awareness, adaptation of teaching methodologies, establishment of resource centers, etc.).
• Improvement of the physical accessibility of schools.
• Support to local education authorities for the implementation of action plans and regulations for inclusive education.
Objective of the evaluation
• Provide an analysis of project achievements according to the initially set objectives, results and indicators.
• Identify and analyze strengths and weakness of the project methodology and implementation procedures (including the partnership strategy) with a view to increase impact and sustainability in future projects
• More specifically, formulate practical recommendations to optimize the methodology, tools and approaches used by the project to:
1) Increase the support of parents of children with disabilities to the education of their children;
2) Increase the involvement of education authorities in the implementation of Inclusive Education in NTT province
3) Strengthen gender approach and include Disaster Risk Reduction as cross-cutting issues in future projects
Methodology
The evaluation will draw on the knowledge and experience of HI Indonesia program.
The evaluator shall propose a participatory evaluation methodology addressing main project stakeholders as well as beneficiaries and their families. Activities are expected to include:
• Review existing project documentation (project proposal, donor reports, monitoring tools, field tools such as assessment forms, plans templates and training modules, as well as case studies and good practices collected along project implementation)
• Meet with relevant stakeholders (project teams from HI and partners, a variety of government stakeholders, community stakeholders)
• Carry out field visits to interview beneficiaries
• Presentation of the key findings to HI
Project documentation and data will be made available by HI as required by the Evaluator and in line with the evaluation objectives.
Deliverables
The following documents are specifically required from the evaluator:
• When presenting the technical proposition, s/he is expected to submit:
o A tentative work plan and time schedule (to be reviewed with project team if selected),
o A budget breakdown for the consultancy including fees, travel, per diem etc.
o The evaluation protocol
• At the end of the assignment, s/he is expected to submit a final report (following a template to be provided by HI)
Qualifications:
Required:
• Demonstrated experience in project evaluation and related methodologies, preferably in education development project;
• Demonstrated experience in the Education sector;
• Understanding of disability inclusive development;
• Understanding of gender approach and its stakes in development projects;
• Proven excellent communication skills;
• Proven ability to work within a multi-disciplinary team and a multicultural context;
• Proven experience in participatory methods and facilitation (semi-structured interviews, focus group discussion and other relevant methods);
• Proven strong analytical and report-writing skills;
• Fluency in English (both written and spoken);
• Fluency in Bahasa Indonesia (both written and spoken).
Desired:
• Experienced in inclusive education setting;
• Good understanding of inclusive education system of Indonesia;
• Experience working with children with disabilities;
• Have a good understanding of Indonesia Education authorities’ structures particularly for inclusive education.
Duration
The total duration for the evaluation process, (including report review) should not last more than 3 weeks. Expected field presence is 5 to 10 working days to be defined with the evaluator.
The process will take place in November - December 2014.
Fees
The fee for the mission is a maximum of 6000 Euros (+/- IDR 92,000,000). Expenses to travel to sites, evaluator meals and accommodation are included in the mentioned fee. The amount of fee proposed by the evaluator will already include income tax which will be deducted from the total payment.
Other expenses such as participants’ meals and transportation to meetings with evaluator are paid by Handicap International.
Insurance:
The Evaluator must prove that he/she is covered by sufficient insurance. Handicap International will not be responsible in case of incident, accident or litigation resulted from the action of the evaluator.
