About IR Indonesia:
Tsunamis, floods, earthquakes,
volcano eruption, drought, sea rise, climate variability; Indonesia have seen
them all. The high vulnerability to natural disasters coupled with food
insecurity, limited access to safe water and sanitation and the state of
education and healthcare services delivery presents enormous developmental
challenges. Despite these challenges, Indonesia suffers from an apparent dearth
of donor support. In an effort to alleviate the sufferings of the poor,
disadvantaged and disaster prone communities, Islamic Relief formally
established the Indonesia proramme in 2003. The initial focus remained central
to integrated development in Banten province, wherafter a series of natural
disasters provided compelling reasons for program expansion to Aceh, West
Sumatra, Jogjakarta, West Java and NTB. Presently, Islamic Relief is
implementing DRR and WASH activities in NTB and a child welfare programme in
Aceh. A longer-term sustainable integrated development programme encompassing
Livelihoods, DRR WASH, Education and Health has been developed for NTB which
will be rolled out promptly upon receiving favorable donor response.
In order to effectively manage,
diversify and expand its programme in Indonesia, Islamic Relief seeks a dynamic
and seasoned Head of Programme to assist the Country Director in strategizing
and repositioning the programme in accordance with the changing humanitarian
situation and developmental priorities of local communities and the government
of Indonesia.
Your Challenge
As the Head of Programme, you would be responsible for developing
and follow-up the implementation of IRI programme; thematically and
geographically. You will build up proposal writing and multiple donor grant
management capacities within the country programme with an aim to diversify
funding sources that are presently confined to Islamic Relief fundraising
partners. You will work with the team to develop IRI’s technical
capacity for building high quality sustainable programming. You will introduce
control procedures to ensure IR activities at all times remain relevant and
valuable and achieve a lasting impact on the lives and livelihoods of our
beneficiaries. You will be responsible for providing technical
backstopping to projects, monitoring and evaluation, documentation,
communication and dissemination of lessons learnt. The programme is almost 100%
funded by Islamic Relief fundraising partners while the government’s
contribution is mainly for coordination and technical support.
You will be the member of the Country Management Team (CMT) and
report directly to the Country Director. You will directly manage all programme
staff in the country and field offices. Additionally, you will deputize the CD
and act as an OIC while the CD is away on leave or business.

RANGES: IDR 15.000.000 – 16.000.000,-
REPORTING LINES:

Key Responsibilities:
·
Significantly contributes to the formulation and revision of
Country Strategy and Annual Plan;
·
Ensures the programme content at all times remains in lines with
IR’s approaches, policies and global and country specific strategy;
·
Leads and facilitates the formulation of emergency and development
programme, annual plans, project proposals and donor reports;
·
Leads the implementation of IR activities on the ground and
coordinate different interventions to ensure coherence and synergy between IR
activities;
·
Conducts inception planning promptly upon the approval of project
proposals by donors;
·
Coordinates Planning, Monitoring and Evaluation and develops
meaningful tools and PM&E system for the purpose of QC and programme
expansion;
·
Ensures participation of project staff, local partners,
beneficiaries and wider stakeholders in PM&E and Programme Formulation;
·
Coordinates assessment and research studies (baseline, impact
assessments, HLVs etc);
·
Manages reporting staff members and provide management feedback on
their performance and developmental needs
·
Builds capacities of project team members & local partners
(i.e. facilitation, development of training materials; survey questionnaire,
databases; work plans and tracking sheets etc);
·
Maintains network of contacts and ensures IR representation in
forums of interest (donor meetings, technical working group, coordination
meetings etc)l;
·
Monitor project’s implementation and ensure all activities
are delivered in compliance with IR procedures and in accordance with the
project proposal and prescribed budget;
·
Assist the CD in exploring opportunities for institutional
fundraising through bilateral discussions with donors and by participating in
relevant networks, coordination meetings and by responding to the various call
for proposals as they arise
·
Document and disseminate lessons learned and ensure their
incorporation in the future projects and programme;
·
Ensure donor reports are of high quality and submitted in a timely
manner to the Asia Desk.
·
Launching preparatory activities promptly upon the approval and
establishment of projects (inception stage) including without being limited to;
staff induction, preparation of financial cash-flows, procurement planning and
the review and fine-tuning of geographic and beneficiary selection criteria,
work plan etc.
Profile (Qualification and Experience)
- Bachelor Level education (minimum) in a relevant field such as Sociology, International Relations, rural development, agricultural economics, agribusiness development, economics etc. Exceptions can be made for candidates with extensive relevant experience;
- At least 10 years relevant (progressive) experience of which minimum 4 years in programme management with a reputed local or International NGO in Indonesia, foreign experience will be considered an advantage;
- Extensive knowledge of the developmental context and challenges in Indonesia with a particular focus on one or more of the following sectors; WASH, Health, Education, Food Security, Livelihoods, Agriculture and Irrigation. Knowledge in DRR is highly desirable;
- Proven competencies in institutional fundraising, proposal and report writing, project management, team management, monitoring and evaluation, designing and implementing surveys and budget monitoring;
- Competencies in designing and imparting training of beneficiaries and counterparts will be considered a strong plus;
- Proven capabilities in leadership and management is a must;
- Excellent skills in written and spoken English
- Strong negotiation and interpersonal skills, and flexibility in cultural and organizational terms;
- Ability to work well and punctually and deliver results under tight deadlines and often least comfortable conditions;
- Program experience including program implementation, M&E, needs assessments, report development and budget monitoring;
- Thorough understanding of international standards, guidelines and universally recognized principals (Aid Effectiveness etc)
Representation
As and when advised by the CD:-
·
Represent the programme, beneficiaries and organizational
interests of Islamic Relief at various platforms;
·
Act as the officer-in-charge (OIC) while the CD is away on leaves
or business;
·
Liaise with local government officials, (PMU/PMC and local
government in programme areas, local leaders and other community members to
foster coordination and ensure support for and acceptance of IRI activities;
·
Receive, brief and support all IRW and donor visitors to IRI field
areas;
·
Participate in official meetings and ensure ongoing and regular
coordination with state authorities to ensure maximum visibility;
·
Participate in donor meetings at district and provincial and where
required, at the central level and communicate relevant information to the
Country Director;
·
Participate in inter-NGO Coordination meetings and any other
relevant inter-governmental institution and;
·
Ensure maximum visibility of IRI amongst the NGO community
SUCCESS FACTORS:
·
At least 5 to 8 years of direct field experience in program
management and coordination.
·
Familiarity with the humanitarian aid system, and ability to
understand donor and governmental requirements and developmental priorities.
·
Excellent communication, reporting and drafting skills.
·
Ability to coordinate and manage staff and project activities.
·
Proven ability to work creatively and independently both in the
field and in the country office.
·
Being a strong team player and adept at creating a strong team
spirit.
·
Ability to organize and plan effectively.
·
Ability to work with culturally diverse groups of people.
·
Ability to travel and work in difficult conditions and under
pressure.
·
Knowledge of local language and/or regional experience an asset.
