Organizational Context
The United Nations Industrial Development Organization
(UNIDO) is the specialized agency of the United Nations that promotes industrial
development for poverty reduction, inclusive globalization and environmental
sustainability. The mandate of UNIDO is to promote and accelerate inclusive and
sustainable industrial development in developing countries and economies in
transition.
UNIDO has a unique mandate in the United Nations system to
promote and accelerate inclusive and sustainable industrial development in
developing countries and economies in transition. The Programme Development and
Technical Cooperation Division (PTC) of UNIDO is responsible for providing
technical cooperation services on technological and economic issues in the
following areas: Environmental Management, Energy and Climate Change,
Investment and Technology Promotion, Agro-business Development, Industrial
Policy and Private Sector Development, Montreal Protocol and Trade Capacity
Building. The Environmental Management Branch (PTC/EMB) is responsible for
assisting developing countries and countries with economies in transition to
develop industries that meet today’s environmental and resource productivity
requirements. The Branch provides the thematic lead for UNIDO’s Green Industry
Initiative which offers a two pronged approach for improving resource
productivity and environmental performance in all sectors (greening of
industries) and developing industries that deliver environmental goods and
services (green industries).
The Branch operates three thematic units, respectively:
Cleaner and Sustainable Production Unit (EMB/CPU); Water Management Unit
(EMB/WMU) and Stockholm Convention Unit (SCU).
PTC/EMB/CPU is primarily responsible for the implementation
of the global Resource Efficient and Cleaner Production (RECP) Programme (www.unido.org/cp), a flagship programme
under the organization’s Green Industry Initiative that is implemented in close
cooperation with the United Nations Environment Programme (UNEP). RECP concerns
the application of preventive environmental techniques and productivity
practices with the triple aim of: (i) improving the productive use of materials,
energy and water; (ii) reducing the intensity of generation of wastes and
emissions; and (iii) supporting human development (in particular through
improved occupational, community and consumers’ health and safety).
The Programme builds upon the achievement of establishing
National Cleaner Production Centres since 1995 in a total of some 55 developing
and transition countries (www.unido.org/cp).
A global network of qualifying NCPCs and other RECP service providers (RECPnet)
has been established to foster knowledge management and innovation, networking
and peer learning, quality control and branding (www.recpnet.org).
The project post is based in the National RECP Programme in
Indonesia, which was initiated in 2012 with funding support
from the Government of Switzerland. The Ministries of
Environment and Industry are the main governmental counterparts in Indonesia.
The Indonesian RECP Programme has been designed as a networked undertaking
through the creation of the Indonesian Network for Resource Efficient and
Cleaner Production (under the umbrella and mandate of the global RECPnet). The
programme will be implemented jointly with four national implementing agencies,
respectively:
(1) Centre for Resource Efficient and Cleaner Production
Indonesia (CRECPI) at the Institute of Technology Bandung);
(2) Indonesian Cleaner Production Centre (ICPC) operating
under the auspices of the Ministry of Environment (MoE);
(3) Centre for Assessment of Green Industry and Environment
(CAGIE), operating under the auspices of the Ministry of Industry (MoI); and
(4) Centre for Textiles in Bandung (CTB), affiliated with
the Ministry of Industry.
The primary target group comprises enterprises in
manufacturing, tourism and micro- enterprises sectors. A differentiated strategy
has been developed and is being implemented to cater to the specific
opportunities of categories of enterprises, respectively small scale industries
(preliminary focus on agro/food processing, metal products, chemical and
textile sectors), industrial parks (preliminary focus on Makassar, Battam and
Surabaya), tourism (preliminary focus on Yogyakarta and Lombok) and micro-
enterprises (preliminary focus on tofu production and informal recycling).
The activities under the five year national RECP programme
are structured in five work streams:
1. RECP Capacity and Network: A cadre of at least 75
national RECP experts will be created and provided with advanced training
opportunities. Adopting international best practices, the Indonesian RECP
network will be set up, along with strengthening of its nodal agencies,
respectively ICPC, CRECP, CTB and CAGIE. A knowledge management system will be
created and a learning-by-sharing programme established that will benefit at
least 300 companies;
2. RECP Implementation and Replication: customized
implementation and replication activities will be developed and delivered to
the three small scale industry sectors, three industrial parks, two tourism
locations and two micro-enterprise sectors, in addition to a sector based
innovation programme for the textile industry. Impacts in terms of improved
resource productivity and environmental performance and competitiveness gains
will be documented at enterprise level (using common framework of RECP
indicators). Collectively detailed assessments will be completed for at least
150 industries, with scaling up activities reaching at least another 300
industries and 400 micro- enterprises;
3. RECP Policy and Regulatory Framework: the programme will
support four line ministries (Ministry of Environment (MoE), Ministry of
Industry (MoI), Ministry of Tourism and Creative Economy (MTCE) and Ministry of
Mineral Resources and Energy (MMRE)) with implementation of relevant policies
and strategies for respectively sustainable consumption and production, green
industry, sustainable tourism and industrial resource efficiency, to achieve
national development aims and objectives agreed by the Government of Indonesia.
Support is also foreseen for development, pilot and evaluation of key policy
instruments, including training and capacity building for implementation,
monitoring and enforcement;
4. RECP Technology and Innovation: CRECPI and CTB will be
supported to create national sustainable innovation capacity in the areas of
industrial symbiosis, green chemistry and engineering (both at CRECPI) and
cradle to cradle innovation (at CTB) and these capacities will be utilized to
support the development and implementation of innovative RECP technologies in
the target demonstration sectors and industrial regions; and
5. RECP Investment and Finance: an inventory of financing
instruments available and RECP financing needs among target enterprise groups
will guide the development of proposals for RECP financing instruments, which
will be promoted to interested financial institutions, including training and
capacity building for financial institutions as well as enterprises and their
service providers. The Programme is being implemented under the guidance of a
Programme Management Committee (PMC) with participation of the key government
counterparts and donor representative. A further multi-stakeholder RECP
Coordination Committee (RCC) has been established to coordinate programme
activities with other initiatives and guide the development of the national
RECP network. Membership of RCC comprises government agencies, peak industry
associations, professional associations and academia.
Main Functions
The CTA will work under the overall guidance of the UNIDO
Project Manager, based at Headquarters in Vienna, and in close consultation
with the UNIDO Representative to Indonesia, based in the UNIDO Country Office
in Jakarta. The incumbent will be responsible for supporting the implementation
of all of the RECP programme’s activities through all four national
implementing partners (respectively CRECPI, ICPC, CAGIE and CTB) as well as for
coordination with four ministries (MoE, MoI, MTCE and MMRE) and key
stakeholders from business and professional sectors. The incumbent would have
her/his base at CRECPI (in Bandung), yet would be expected to allocate at least
50% of her/his time to working with the other three implementing partners (ICPC
and CAGIE, both in Jakarta, and CTB in Bandung).
The CTA is specifically expected to provide the following:
LEADERSHIP, STRATEGIC PARTNERSHIP BUILDING AND ADVOCACY
1. Act as a spokesperson and advocate for RECP in Indonesia
and establish and further develop and strengthen partnerships with Indonesian
entities representing government, business and professional sectors for the
mainstreaming and scaling up of RECP in Indonesia;
2. Appraise the priorities and needs of Indonesian
government and business sectors, and developments therein, and provide on basis
thereof overall guidance and coordination for the synergistic delivery of the
five work-streams of the Indonesian RECP programme with a view, to maximize
programme efficiency, impact and sustainability;
3. Provide strategic guidance and coaching to the project
teams of the four implementing agencies (CRECPI, ICPC, CAGIE and CTB) and
ensure the ongoing effectiveness of the mechanisms and modalities of
cooperation between the programme activities implemented by each of the
implementation partners; and 4. Contribute to and facilitate the effective
governance over the Programme, including amongst others by providing expert
advice to the Project Management Committee and RECP Coordination Committee and
contributing to the development and review of annual work-plans and biannual
progress reports.
LEADERSHIP IN PROGRAMME IMPLEMENTATION
1. Responsible for the strategic management and quality
assurance of the Programme including reporting, monitoring and evaluation;
2. Define and elaborate targets, institutional linkages,
staff capacities, demand for services and services to be delivered under the
Indonesian RECP Programme; 3. Provide substantive technological, methodological
and strategic advice on development and implementation of RECP methods,
techniques, policy instruments and financing to all four implementing partners
(CRECPI, ICPC, CAGIE and CTB), and programme beneficiaries in the public and
private sectors, including through contributions to RECP training, assessments
and related advisory services;
4. Guide and oversee the work of the team of national and
international experts and contractors engaged for implementation of the
Programme through the four national implementing partners, to assess, and where
necessary, improve quality and timeliness of inputs and services, and ensure
smooth, efficient and effective programme delivery; and
5. Provide guidance and direction for the development of
business and financial plans, and organization, governance and administration
for the four national implementing partners, with a view to foster their
sustainability and independence upon project completion.
The UNIDO Staff Performance Management System reinforces the

this context, the incumbent collaborates with his/her supervisor and
colleagues, within as well as outside the unit. Within the formal teams, the
incumbent may be expected to backstop other team members as required.

Minimum Requirements
Education: University - Master's degree or equivalent,
Engineering - in a relevant engineering, management or applied science
discipline with specialization in any of the following: industrial, process,
chemical or mechanical engineering, business administration or environment
technology.
UNIDO Languages: Fluency in English; working knowledge of
the local language an asset.
Field of Expertise:
- A minimum of 12 years international experience in
industrial development cooperation at the country level as a chief technical
adviser, project manager or in a senior position dealing with development,
implementation and evaluation of industrial environment and energy projects,
technology cooperation and transfer and/or cluster or SME development
programmes and projects. Experience of such, gained within or in cooperation
with the United Nations common system is an asset.
- Demonstrated substantive knowledge of international best
practice RECP methods, techniques and policies, in particular as these apply to
Asian developing and emerging economies. Familiarity with the UNIDO - UNEP RECP
programme and RECP net an asset.
- Demonstrated effectiveness as advocate, business and
government liaison and network building at senior government and business
levels.
- Prior working experience in Indonesia an asset.
