Consultant: SOCIAL INCLUSION AND POLICY ADVOCACY SPECIALIST

PNPM Peduli is a component of the Government of Indonesia’s National Program for Community Empowerment (Program National Pemberdayaan Masyarakat/PNPM), which is a large-scale community-driven development (CDD) initiatives to benefit the poor and marginalized communities. PNPM Peduli is a sub-component of PNPM implemented by civil society organizations (CSO), and designed to address the social exclusion of marginalized and excluded groups who have limited access to the benefits of PNPM, other government programs and Indonesia’s economic growth.

PNPM Peduli is now starting its second phase.  Kemitraan is Executing Organizations (EOs) among 6 other EOs working nation-wide. Kemitraan’s role is both to manage umbrella grants local CSOs working with socially excluded communities, as well as to lead the strategy, implementation, learning and evaluation of Peduli programming. 

Entering the 2nd phase of PNPM Peduli Kemitraan has responsibility in broadening social movement to promote social inclusion program.  Social inclusion is used as an approach to build and develop an environment that is more open; invites entry and include all people with very different backgrounds, characteristics, abilities, status, condition, ethnicity, culture and others. Kemitraan aware that the Government is one of the main stakeholders have an important role in supporting the realization of this social inclusion. The existence of a fair policy is one of the main forms of government responsibility in achieving social inclusion. So, the constructive efforts should be made to encourage the Government to perform the role and responsibilities. In this context, Kemitraan need an expert public policy who deeply understand the social inclusion.
