The positions are full-time positions with an immediate commencement date required.The duties of the position and selection criteria are listed below. About the Australian Government’s Department of Foreign Affairs and Trade (DFAT)
The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas.
The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.
Australia and Indonesia have an effective development partnership that is boosting economic growth and tackling poverty, improving health and education outcomes, and strengthening democracy, justice and governance.
About the ProgramAustralia’s aid program supports a stable, democratic and prosperous Indonesia. The development assistance program helps Indonesia spend its own funds more effectively to increase growth and reduce poverty. Infrastructure development is a key area of cooperation accounting for around $100 million of Australian bilateral assistance each year.
The current infrastructure program provides support to a range of sectors including transport; water and sanitation, and energy. Assistance is delivered through a mix of direct bilateral programs such as the Indonesia Infrastructure Initiative (IndII) Facility and the Eastern Indonesia National Road Improvement Program (EINRIP) loan, as well as partnerships with the World Bank and Asian Development Bank. The infrastructure program is now undergoing a period of major redesign for a new ten year phase of assistance.
About the PositionsThe Program Managers (Infrastructure), under the direction of the Senior Program Manager, will be responsible for overseeing the day-to-day management of existing and planned infrastructure activities. Activities under direct management include technical assistance and grant programs implemented through the IndII Facility, loan and grant management of EINRIP, and assistance delivered through the World Bank and Asian Development Bank.
Under the direction of the Senior Program Manager, the key tasks of the position include:
- Manage Australia’s infrastructure assistance delivered through the IndII Facility, EINRIP loan and grant programs, World Bank and ADB;
- Coordinate across a complex set of implementing partners to ensure a coherent and high quality portfolio of infrastructure assistance that responds to Government of Indonesia priorities;
- Keep the Senior Program Manager and Assistant Director informed of activity progress, emerging issues, and key risks through the preparation of briefings, presentations and internal quality reporting;
- Research and provide advice on new activity proposals and designs with a focus on design logic, challenges to implementation in Indonesia, Government demand, and likely success and risk factors.
- Prepare, negotiate and finalize contract documentation with Contractors, Multi-lateral Partners, and the Government of Indonesia;
- Assist with representing, liaising and negotiating on behalf of DFAT
- Demonstrated professional/technical qualification or specialist expertise, knowledge or experience in infrastructure or associated discipline.
- Demonstrated practical experience in managing infrastructure development programs.
- Demonstrated experience in contract and financial management.
- Strong analytical skills and knowledge of key issues in the infrastructure sector in the Indonesian context.
- Well-developed written and oral communication skills in English and Indonesian, and an ability to produce clear, concise briefings and progress reports.
