The
Institutionalizing Disaster Preparedness and Management Capacity of
BPBDs in Indonesia through Technical Assistance and Training Teams
(TATTs) program will continue Mercy Corps Indonesia’ work on
institutionalizing disaster management capacity in Indonesia by focusing
on strengthening provincial-level Disaster Management Agencies (BPBDs)
in Central Java, Southeast Sulawesi, North Maluku, Maluku, West Papua,
and Papua provinces. The program will embed qualified teams of trainers
and experts within the provincial BPBDs to provide ongoing, day-to-day
technical support tailored to the needs of each provinces, as well as to
implement a series of training modules coordinated and standardized
with the National Disaster Management Agency (BNPB). To ensure the
long-term sustainability of its gains, the program will also build in
linkages to organizations that can continue to strengthen the BPBD over
time: vertically between BNPB and district level government as well as
horizontally with other relevant government ministries and departments.
The program will also connect the BPBDs with a network of civil society
and university trainers and facilitators who can support further
capacity development and institutionalization of DRM technical knowledge
and capacity among key stakeholders and institutions.
Purpose of Baseline Survey:
The
purpose of this survey is to establish the baseline information in
targeted BPBDs for the TATTs program. The information provided should be
able to present a clear picture of current status of provincial BPBDs’
institutional and technical capacity as responsible government
institution for disaster management and coordination and its correlation
with BNPB and other stakeholders, which will serve as a benchmark for
measuring the outcomes of the program. The goal of the program is to
sustainably enhance the skills and technical capacity of Provincial
BPBDs in six provinces, so that they are able to provide technical and
operational support before, during, and after disaster occur, as well as
to promote best practices among their respective districts.
The
objectives of the baseline survey are: 1) Determine and document
current institutional and technical capacity of 6 targeted
provincial-level BPBDs (Central Java, Southeast Sulawesi, Papua, West
Papua, Maluku and North Maluku), and 2) Ascertain the current capacity
building institutionalization / knowledge management on disaster risk
management, at the national and provincial level.
Specific Tasks of the Consultant:
- Develop a detailed methodology and plan for the baseline survey by making reference to the program logical framework and Mercy Corps Indonesia’ M&E guidance document, and including consultation with all key stakeholders to clarify goals, approach and purpose. The methodology should clearly articulate data collection (qualitative and quantitative) tools, sampling techniques and sample size to ensure representativeness of all relevant groups in the target areas, as well as data analysis approach and reporting.
- Review, adjust, and application of the existing Local Government Self-Assessment Tool (LGSAT) and other tools (e.g. BNPB’s provincial disaster risk assessment/map) that has been used by GoI to understand existing gaps and challenges in disaster management.
- Pre-test data collection instruments for appropriateness, collect primary and secondary data on the key data points in 6 targeted provinces, and analyze the data using appropriate data entry software.
- Draft a succinct report for review and comments by key stakeholders (consortium members and program counterparts).
- Produce a final report based on the review and comments by key stakeholders. The final report must be submitted in both hardcopy and softcopy.
Sample frame
includes all targeted provincial-level BPBDs and relevant provincial
government agencies, BNPB at national level, and other key local
stakeholders such Universities and CSOs/Forums.
Points of baseline
is the survey that should provide information on all necessary points
from the 10 Essentials of LGSAT.as well as the existing knowledge and
skills required to address the 10 essentials.
Timeframe for
the baseline survey should be conducted from the day of contract signed
with the final report submission no later than December 14, 2014.
Qualification Requirements:
The Consultant and other survey team members should have qualifications as below:
- Excellent knowledge and sound experience in designing and leading baseline surveys, particularly on institutional and knowledge management in disaster management
- Extensive experience in disaster management in Indonesia
- Experience in working with BNPB and BPBD at both Provincial and Municipal level
- Sound skills, knowledge and experience in use of statistical software and applications for data analysis, such as SPSS, etc.
- Demonstrated past record for having carried out similar jobs.
- Excellent communication skills (both bahasa Indonesia and English).
- Superb report writing skills in English, the final report is prepared in English language (US)
