Title: National Environment Expert
Overview
The
Conference Board of Canada (CBoC) is currently seeking a National
Environment Expert to work on the Indonesia-Canada Trade and Private
Sector Assistance Project (TPSA) funded by the Department of Foreign
Affairs, Trade and Development of the Government of Canada and executed
by CBoC. TPSA is a five-year trade-related capacity building and
trade/investment promotion project for Indonesia. The project’s expected
intermediate outcomes are: 1) increased sustainable and
gender-responsive trade and investment opportunities, particularly for
SMEs, between Indonesia and Canada; and 2) increased use of trade and
investment analysis and regulatory reform by Indonesian stakeholders for
expanded trade and investment partnerships between Indonesia and
Canada.
The
National Environment Expert is a full-time position with responsibility
for fulfilling the environment strategy in the TPSA project. The
position is located in Jakarta, Indonesia. The expert will work closely
with the TPSA project team in Ottawa and Jakarta—particularly the
Environment Expert located in Ottawa—as well as with Indonesian and
Canadian partners.
Principal Duties
Reporting
to the Canadian Field Director based in Jakarta, and working with the
Ottawa-based Environment Expert, the National Environment Expert will
ensure that environmental considerations are explicitly and
systematically integrated at all stages of the TPSA project design and
implementation, where relevant. In particular, the expert will:
- Assist in conducting an environmental analysis during the Project Implementation Plan (PIP) mission planned in January 2015
- Assist in completing an environmental analysis and review of environmental integration considerations within 120 days following the PIP mission of the project and the selection of priority sectors for the project. The analysis will identify those environmental risks and opportunities associated with the project in sectors of focus, and recommend environmental mitigation and enhancement measures associated with project activities.
- Ensure that key environmental mitigation and enhancement measures included in the PIP environmental analysis are incorporated into tools and training, and that the capacity to understand and advocate environmental issues in trade will be strengthened as appropriate.
- Ensure that all environmental mitigation or enhancement measures identified in the PIP environmental analysis are included in the appropriate Annual Work Plans so that these measures are fully integrated into project activities.
- Assist in revising the logic model (LM) and the Performance Management Framework (PMF) based on the PIP environment analysis.
- Establish appropriate environment indicators for the PMF.
- Assist in a range of activities already identified in the work plan/work breakdown structure and the additional activities identified during the PIP should also be captured in the strategy. These include:
- Contribute to compiling and disseminating Indonesian and Canadian trade and investment regulations and practices related to environment.
- Contribute information on environment issues and TPSA environment activities to the TPSA website.
- Conduct initiatives to increase the awareness of Indonesian stakeholders on environmental considerations.
- Train representatives of Indonesian government, private sector and academia to improve their analytical skills and knowledge of trade-related environmental risks and opportunities.
- Make presentations on environment issues at annual high-level policy and regulatory dialogues and study tours on trade and investment if needed.
- Assist in improving the understanding of Indonesian trade officials and private sector representatives of environmental issues inherent in the regulatory environment for trade and investment for Indonesian SMEs.
- Provide technical assistance to Indonesian stakeholders to ensure that project activities aimed at improving the Indonesian regulatory framework do not weaken related environmental requirements.
- Ensure that the technical assistance given to Indonesian SMEs and women entrepreneurs in anticipating and benefitting from trade opportunities integrates environmental considerations.
- Assist in preparing the environment sections for semi-annual and annual reports, annual workplans, and other project documents as required;
- Work with the TPSA trade experts to ensure that TPSA mainstreams environment into all activities.
- Perform other tasks and assignments as required by the project.
Skills and Qualifications
- Indonesian national;
- Degree in environmental studies or a relevant discipline with a focus on environment;
- 5+ years of professional international development partner-funded project environment-related experience;
- Post-graduate academic training and professional experience in environmental (macro) economics would be an asset
- Strong knowledge and experience in Indonesia Environmental Assessment (AMDAL) and familiarity with Strategic Environmental Assessment (SEA) concepts;
- Excellent interpersonal, team working, writing and presentation skills;
- Excellent verbal and written Bahasa Indonesia communication skills;
- Good verbal and written English communication skills;
- Willing and able to travel within Indonesia and possibly to Canada to take part in relevant training activities and missions.
