Title: National Gender Equality Expert (TPSA)
Overview
The
Conference Board of Canada (CBoC) is currently seeking a NationalGender
Equality Expert to work on the Indonesia-Canada Trade and Private
Sector Assistance Project (TPSA) funded by the Department of Foreign
Affairs, Trade and Development of the Government of Canada, and executed
by CBoC. TPSA is a five-year trade-related capacity building and
trade/investment promotion project for Indonesia. The project’s expected
intermediate outcomes are: 1) increased sustainable and
gender-responsive trade and investment opportunities, particularly for
SMEs, between Indonesia and Canada; and 2) increased use of trade and
investment analysis and regulatory reform by Indonesian stakeholders for
expanded trade and investment partnerships between Indonesia and
Canada.
The
National Gender Equality Expert is a full-time position with
responsibility for fulfilling the gender strategy in the TPSA project.
The position is located in Jakarta, Indonesia. The National Gender
Equality Expert will work closely with the TPSA project team in Ottawa
and Jakarta—particularly the Gender Equality Expert located in Ottawa—as
well as with Indonesian and Canadian partners.
Principal Duties
Reporting
to the Canadian Field Director based in Jakarta, and working with the
Ottawa-based Gender Equality Expert, the National Gender Equality Expert
will actively address trade and investment issues related to women’s
SMEs, and will conduct specific activities to ensure the full
integration of gender equality into project outcomes, such as actively
engaging women’s business associations, analyzing the impacts of trade
and investment on women entrepreneurs, and promoting mitigation
strategies where women entrepreneurs may be disadvantaged. The expert
will also promote and monitor the participation of women in project
activities and policy decision making, and assess the impact of the
project activities on women and men, promoting practices of
sex-disaggregated data collection.
In particular, the National Gender Equality Expert will:
- Assist in conducting a gender analysis during the Project Implementation Plan (PIP) mission planned in January 2015.
- Assist in revising the logic model (LM) and the Performance Management Framework (PMF) based on the PIP gender analysis.
- Assist in establishing appropriate gender-sensitive indicators for the PMF.
- Assist
in developing/monitoring a gender strategy to be used as a management
tool to ensure the implementation of the project gender equality
results, with specific accountabilities/
responsibilities/budget for achieving gender equality results and integration identified. The project’s gender equality strategy will help ensure that the project is maximizing its focus and addressing its commitments to gender equality. The strategy should also provide an overall explanation as to the logic and approach being taken to ensure gender equality commitments and results are achieved as planned. - Assist and/or deliver in a range of activities already identified in the work plan/work breakdown structure and the additional activities identified during the PIP should also be captured in the strategy. These include:
- Contribute to compiling, interpreting and disseminating Indonesian and Canadian trade and investment regulations and practices related to gender equality.
- Contribute information on gender equality and gender-equality activities to the TPSA website.
- Conduct initiatives to increase the awareness of Indonesian stakeholders on gender equality.
- Train representatives of Indonesian government, private sector and academia to improve their analytical skills and knowledge of trade-related gender equality considerations.
- Make presentations on gender-equality issues at annual high-level policy and regulatory dialogues and study tours on trade and investment.
- Assist in improving the understanding of Indonesian trade officials and private sector representatives of the gender-equality issues inherent in the regulatory environment for trade and investment for Indonesian SMEs.
- Assist in monitoring of gender equality results, preparing the gender sections for semi-annual and annual reports, annual workplans, and other project documents as required;
- Work with the TPSA trade experts to ensure that TPSA mainstreams gender equality into all activities.
- Perform other tasks and assignments as required by the project.
Skills and Qualifications
- Indonesian national;
- Degree in gender-equality studies or a relevant discipline (e.g., political science, sociology, economics);
- 5+ years of professional international gender-related project experience;
- Excellent interpersonal, team working, writing and presentation skills;
- Excellent verbal and written Bahasa Indonesia communication skills;
- Good verbal and written English communication skills;
- Willing and able to travel within Indonesia and possibly to Canada to take part in relevant training activities and missions.
