Context of the REDD+ initiative:
Indonesia
is the third largest emitter of CO2 and the world’s largest emitter from
agriculture, forestry and other land use. Over the past five years,
Indonesia’s annual deforestation rate has averaged around 1 million hectares,
which contributes more than 80 percent of Indonesia’s estimated annual
emissions.
In
response to this situation, on 26 May 2010 the Governments of Indonesia and
the Kingdom of Norway signed a Letter of Intent to establish a REDD+
(Reducing Emissions from Deforestation and Forest Degradation) Partnership to
tackle greenhouse gas emissions resulting from deforestation and forest and
peat-land degradation in Indonesia. REDD+ is a global mechanism which
provides an opportunity for developing countries like Indonesia to move
towards a sustainable green economy through the implementation of REDD+
activities and, for industrial countries like Norway, to support a reduction
in global deforestation by contributing funds for these activities. For
Indonesia REDD+ also offers a way to achieve the Indonesian government’s
voluntary commitment to the world to reduce emissions as much as
26 percent under a business-as-usual scenario or up to 41 percent
with international support by 2020.
The
first phase of this REDD+ Partnership is to establish an institute with the
capacity to implement and manage REDD+ initially in ten priority provinces
across Indonesia and eventually throughout the archipelago. A Task Force
(SATGAS) has been establishment to facilitate the setting-up of this REDD+
Institute. Working Groups (WGs) have been formed to assist in developing a
legal blanket for the institute, designing financial mechanisms, and
establishing an infrastructure to measure, monitor, report and verify carbon
stock and carbon stock changes. Other WGs have been established to assist in
communications, stakeholder engagement, to support REDD+ trials
(learning-by-doing) in pilot and other priority provinces, and a WG for REDD+
harmonisation with national and sub-national development programmes. The
implementation of REDD+ will be an important step in the development of a
green economy in Indonesia which has some of the most extensive and
biologically diverse tropical forests in the world, and an opportunity for
the government to reform forest and peat-land governance across the
Indonesian archipelago.
The latest progress of REDD+
implementation in Indonesia was the enactment of President’s Regulation No.
62/2013 regarding the establishment of the Indonesia’s REDD+ Agency (Badan Pengelola Penurunan Emisi Gas Rumah
Kaca dari Deforestasi dan Degradasi Hutan dan Lahan Gambut/BP-REDD+). By
this regulation it is clear that Indonesia is entering the transformation
phase of the REDD+ Implementation, where result based payments will be
implemented. Within this transformation phase, performance measurement
and payment shall be implemented in a stepwise fashion.
Context
of this ToR:
The Measuring (and
Monitoring), Reporting and Verification (MRV) Working Group of the BP-REDD+
is mandated for handling the process of national and nested sub-national REDD+ measurement and reporting (MR) system
in accordance with
IPCC Good Practice Guidance.
REDD+ MRV implement a robust and transparent system using a
combination of remote (satellite) sensing to
assess activity data
on forest area
and forest-area changes;
a national forest
inventory to determine emission factors on carbon stock
and carbon-stock changes; and to estimate and report anthropogenic emissions
by sources and removals by sinks. The REDD+ MRV will establish a multi-tiered
measurement system.
Apart from assisting in identifying appropriate
scientific tools and methodologies for MRV operations, efforts are also
underway to provide analytical assistance, particularly on spatial data (remote
sensing, geospatial data and issues) to support MRV and related units in
providing the data and maps.

Assignment:
In this
context, The MRV through UNDP is seeking to recruit a REDD+ Spatial Data
Support Consultant to assist MRV and related activities/unit in managing
REDD+ Agency spatial data and technical process of GIS.
