BACKGROUND
MSI/SIAP-1 is assisting KPK to develop an E-Learning System. The E-Learning
System is one of the various methods to deliver course that is prominent
nowadays. The E-Learning method is a learning concept that uses electronic
media, such as computers, laptop, tablets, etc. With recent developments of E-Learning
technology, course materials that can be transferred through E-Learning are not
limited to knowledge but now includes transferring skills by utilizing
interactive multimedia features.
The E-Learning System allows users to study by themselves without any
limitation of time and space. Therefore, the development of E-Learning System
in the institution is suitable to the high mobility of its employees. By
developing an E-Learning System, public officials can continue to access the
training while they are on business travel. A further benefit of E-Learning
System is its higher efficiency in comparison to in-house training. With this
overall objective in mind, MSI/SIAP 1 is procuring a qualified and experienced
subcontractor to develop a customized E-Learning System. The objectives of the
procurement are: to convert training module or procedure or rules into an
attractive
application; to design 3
(three) discrete E-Learning modules; to thoroughly pilot test and review
modules, and make any necessary fixes to the final modules.
With this Announcement SIAP 1 is seeking applications for qualified
candidates to serve as E-learning advisors.
Objectives:
The consultant (advisor) will assist KPK and MSI-SIAP to monitor and
track the activity of developing E-Learning modules, ensuring it achieves the
objective of the program; the timeline of the program; the quality of the E-Learning
tools and also ensure that the E-Learning system will compatible with KPK’s IT
system. The consultant is not him/herself responsible for implementation but is
expected to provide expert advice on its progress or lack thereof. The
consultant reports the MSI KPK Component Manager.
Task
1.
Assist
MSI-SIAP 1 as technical consultant during the bidding process. (3 days)
2.
Review
Bi- monthly status reports of the
subcontractor and conduct a
regular meeting with the subcontractor to monitor the progress of e-Learning
development. (6 days)
3.
Conduct a regular meeting with KPK with the subcontractor to
present the progress of e-Learning development. (5 days)
4.
Review the final deliverables of the subcontractor before accepted
by KPK and MSI-SIAP 1:
a.
Three interactive modules (2 days)
b.
Learning Management System (1 day)
c.
Guidance for User (0.5 day)
d.
Guidance for Administrator (0.5 day)
e.
Training for Administrator and
E-Learning Manager (1 day)

NB: the consultant must certify prior
to commencing the assignment that he/she has no conflict of interest with any
of the bidders or program implementers.
