- Over the last 15 years CSOs and NGOs in Indonesia have been among the key drivers of political, economic and social reform as part of Indonesia’s transition towards a democratic, middle-income country, including on issues such as women’s rights, corruption, and freedom of information. Indonesian civil society organisations have also made critical contributions to enhancing inclusive and sustainable development, ensuring that those most in need are able to live healthy and productive lives.
- NGOs in Indonesia operate in all DFAT – Australian Aid priority development areas and therefore the improved functioning of NGOs as organisations, and the NGO sector more broadly, would support significant development impacts.
- While the NGO sector in Indonesia has considerable strengths, it also has many challenges that cannot be addressed through donor programs that are focused solely on project outcomes. These challenges include dependence on donor funding, high staff turnover, poor use of research, limited documentation of work, lack of an effective intermediary and support sub-sector, and poor public accountability. Successfully addressing these challenges would lead to improved NGO efficiency and effectiveness, and in turn poverty reduction outcomes in Indonesia.
- A project is underway to design a facility for the National NGO Study and Service Centre for Poverty Reduction and Development (NSSC). The facility will provide analytical and policy support to NGOs from across the country to action plan together and address challenges in and to the NGO sector. It is also expected that the NSSC can complement and reinforce DFAT and GOI’s ongoing programs of frontline service delivery, which will be the key feature of development cooperation between the two governments to address poverty and development issues in Indonesia for the years to come.
- A significant part of the design process is ongoing consultations and several team-based and consultative workshops. When design drafting starts intensively in late 2014 there will be follow up information gathering, managing ongoing communications with stakeholders, development of case studies and policy reports, and planning and conducting workshops as well as inputs from throughout the design team directly into parts of the design document
Duties
The Senior Project Coordinator will support the
team in three key areas: the back-end planning and implementation of major team
and multi-stakeholder workshop, in project managing recruitment processes
through to new personnel orientation, and in process managing production of the design
document and other key project deliverables. The SPC will also take a lead role
in information management using existing systems, and on supporting the Team
Leader with overall project management and coordination towards deadlines. The
duties will be focused on project support processes, rather than production of
analysis or content.
Key Functions
- Lead the back end planning and implementation of several analysis and consultative workshops;
- Project manage recruitment processes, including development and circulation of TORs in consultation with the team, coordinating interview panels, communicating with candidates on procedural questions, and maintaining proper documentation on the process and decisions;
- Process manage document production processes, tracking various intermediate inputs from a range of advisers and helping keep the process on deadline;
- Take charge of managing internal team information management system on Dropbox, maintaining attention to ownership of files and proper storage for later handover;
- Support oversight of project progress and meeting of internal and external deadlines in coordination with the Team Leader and through hands-on use of the Wrike project management tool;
- Coordination with and support to other core team members and advisers to support implementation of a wide range of research- and design-related tasks they are undertaking.
Qualifications and
Experience
The successful applicant will meet or exceed
the following qualifications, experience and skills:
- D4 or S1 in relevant field (management of nonprofits/NGOs, public policy, international development, business, or other relevant field);
- Minimum 4 years of experience in a project or event coordination capacity in an international donor funded project setting, preferablly with experience on DFAT projects, including experience with coordinating events and travel taking place outside of Jakarta and experience managing and organizing recruitment processes;
- Highly independent, organized and detail oriented;
- Ability to plan ahead, and work towards deadlines with several interrelated inputs and individuals involved, adjusting plans as needed while still meeting the deadline;
- Ability to manage workload across several streams of work and with several different team members involved in different streams;
- Fast learner;
- Demonstrated flexibility and responsiveness;
- Comfort with communicating with more senior staff members about staying on track towards deadlines;
- Comfort with and ability to make use of email, Skype, Dropbox and other online collaborative time and project management tools;
- Fluent Indonesian and strong English language skills (written and spoken).
The following qualifications would be strong
advantages:
- Previous experience using Wrike or other computer/online based project management tools;
- Previous experience working for Cardno or on DFAT Australian Aid projects;
- A good understanding and ability to support other team members with basic IT questions and needs;
- Experience in knowledge management and/or in project reporting;
- Demonstrated capacities in coordinating and networking with a wide range of stakeholders, particularly Indonesian NGOs/CSOs and donor partners;
- Experience related to and critical knowledge about the NGO sector.
Timing and
compensation
The position is to start immediately and finish
at the end of May 2015, with
a strong likelihood of extension through the end of the project in September
2015, pending confirmation of funding. Compensation will be negotiated in line
with local market rates.
The position is based in Jakarta.
