Plan Indonesia - Monitoring and Evaluation Specialist (Jakarta Based )

Plan Indonesia is looking for a dynamic Indonesian national to fill the position of :


Position : Monitoring and Evaluation Specialist ( Jakarta Based )
                   With travel to travel the threee target Countries
Purpose:  Working within the  overall framework of the ASSI program design, this position will support ASSI implementation through establishing an effective monitoring and evaluation system at regional and target country levels.  This position will also ensure adherence to donor and ASEC requirements with regard to ASSI. 
Dimensions of Role:

·         The M & E Specialist will work full time for the 15 month funded DIPECHO project and DFAT/HPA funding period.
·         The position will ensure effective monitoring systems are in place and strengthen the ASSI program’s capacity and expertise in the areas of monitoring of results, program learning, and evaluation of ASSI implementation in the target countries supported by DIPECHO and DFAT/HPA funding, as well as at regional level. 
The position will represent ASSI within relevant learning networks related to the field of Monitoring, Evaluation and Learning in Southeast Asia, as needed and in coordination with the Plan asia regional Office
Key Responsibilities:

Program Monitoring, Evaluation and Learning:
  • Develop an overall comprehensive monitoring and evaluation system (including a detailed framework, indicators and tools) for all ASSI activities that is consistent with the ASSI design and the ongoing approved projects (i.e. DIPECHO and DFAT-HPA) 
  • Ensure that monitoring and evaluation systems in each of the target ASSI countries are consistent with the overall ASSI M & E framework and enable the flow of required information to all relevant stakeholders, including ASEC and donors. 
  • Strengthen the ASSI monitoring and evaluation components of the three target countries. More specifically:
    • Provide support in the design, development, finalization, and testing of monitoring and evaluation tools as needed
    • In collaboration with Country Coordination Lead M & E staff, ensure accuracy in determining adequate sampling methodologies and ongoing data analysis of monitoring data (such as ensuring data elements are properly utilized for indicator calculation)
    • Support Country Coordination Lead organisations in the preparation of progress reports through review, revision, analysis and feedback
    • Support Country Coordination Lead organisations in the development of Annual Work plans 
·         Provide support to mid-term and final project/program evaluations including internal evaluations. This includes but is not limited to: TOR development/review, methodology review; review of tools; review of preliminary/final results; ongoing support to evaluation team/consultants as required.

·         Ensure all evaluation and  research activities comply with Plan’s global Evaluation and Research Standards

·         Generally provide on-going regular coordination/updates with the field and support via Skype, Email, Phone and field visits to the Country Coordination Lead organisations as needed

·         Provide regular coordination/updates to the ASSI PM and ASEC regarding M&E developments, progress and/or concerns/challenges and how to best mitigate these.

·         In collaboration with program managers, technical experts, and external consultants when needed, document and disseminate lessons learned, challenges and best practices from programming.

Capacity building and training

·           Develop the capacity of relevant staff within the Country Coordination Lead organisations in target countries and their partners. More specifically:
        Support Country Coordination Lead organisations and partners to increase their technical capacity in the areas of monitoring, evaluation and learning, including integration of gender equality and child rights elements
        Provide in-country support/training to relevant Country Coordination Lead organisation M & E staff and partners in use of the monitoring tools introduced by the ASSI program
        Support Country Lead organisations in the use of data collection methods for qualitative, quantitative and participatory research 

Program development:
·         Support the PM, Technical Advisor, Country Coordination Leads, ARO and Plan UK during future project design and proposal development by assisting in the integration and further development of M&E components of the existing ASSI program.  In the process, ensure quality monitoring and evaluation elements are included in project design as well as the start-up workshops and implementation plans of new projects. This to include participatory monitoring mechanisms involving communities where projects will be implemented; the design flow of data in the program countries, design and development of tools etc.

·         In collaboration with program managers and technical advisors in target countries, ensure monitoring and evaluation components are well integrated into
·         Provide support in designing baseline surveys and other data collection tools  for specific projects

·         Review and revise Terms of Reference (ToRs) for project consultants especially relating to M&E and start up related activities

Dealing with Problems:
·         Effective decision-making regarding the most appropriate, effective and efficient approaches to ensure quality M&E of major projects, ensuring maximum alignment between donor and ASSI program requirements, Country Coordination Leads and country capacities and Plan’s program effectiveness framework.

·         Capacity to influence different project managers, senior managers and Country Coordination Lead staff in order that timely and effective decisions are made regarding project implementation based on the results of the M&E.
·         Capable of leading efficient, coordinated processes for program monitoring, evaluation and learning involving different staff located in different parts of the organization (PMT, ARO, ASSI Member Organisations) and with different individual responsibilities.
·         Capacity to work and communicate effectively with others in a diverse and long distance environment
·         Capacity to work and communicate with staff from different cultures and in different languages
·         Capacity to provide effective training at regional and country levels

Communications and Working Relationships:
Internal
               PMT: The position will involve working closely with the ASSI PM and Technical Advisor who make up the PMT
               Country Coordination Lead Agencies: The position will collaborate with program managers, technical experts, and M & E staff in target countries
               Monitioring and Evaluation (M&E) Unit of Plan Asia

External:
               ASEAN Secretariat
               External consultants
  Knowledge, Skills, Behaviours, and Experience Required:

Knowledge: 
·         Strong understanding of child rights issues
·         Strong understanding of monitoring and evaluation issues in an international development context specifically that of Southeast Asia
·         Minimum Bachelor’s degree and preferably a Master’s degree related to  demography, measurement, planning, monitoring & evaluation, development studies, social sciences or other relevant field, or equivalent through work experience
·         A working knowledge of varied donor requirements and formats pertaining to results frameworks, including  Results Based Management or other Logical Frameworks
·         Advance knowledge of statistical analysis, quantitative and qualitative data collection and analysis.
·         Good familiarity with participatory research and planning methodologies
·         Good knowledge of relevant software applications (Office, Access, Project, SPSS, or similar)

Skills: 
·         Demonstrated capacity to work and communicate effectively with others especially in a matrix and distance environment
·         Strong information gathering, analysis and presentation skills
·         Demonstrated ability to review, synthesize information and produce quality reports
·         Strong computer skills using Microsoft Office (Word, Excel and Power Point) and internet use
·         Fluency in English with good writing skills is essential
  • Experience in community based and child friendly monitoring and evaluation practices

Experience: 
·         Proven track record and expertise in developing and implementing monitoring and evaluation systems  in international development 
·         Minimum  five (5) years’ experience in planning, research, monitoring and evaluation of social development programs and projects

Other:
·         ASEAN national preferred

Physical Environment and Demands:
  • A valid passport and ability to travel frequently internationally within the Southeast Asia region
