PLAN INDONESIA : PROGRAM STRATEGI MANAGER ( Country Office )

Plan Indonesia is looking for a dynamic Indonesian national to fill the position of
Program Strategi Manager  ( Country Office )
Dimensions of Role:
·       This position report to the Deputy Country Director for Program Of Plan Indonesia
.    Directly supervises the following eight advisory positions in the areas of program strategy :
-          WASH Program Advisor
-          ECE Program Advisor
-          MNCH Program Advisor
-          Child Protection Program Advisor
-          DRM Program Manager
-          YEE Program Advisor
-          Gender Advisor
-          Children and Youth Participation Advisor
·         Has a delegated authority for expenditure up to US $..............K; responsible for overseeing an annual expenditure budget of $ 10.5 m through implementation of sponsorship and grants funded programs and projects.
·         Works in partnership with the Program Implementation Manager, Monitoring Evaluation Research and Disemination Manager, Partnership Capacity Building Manager and Building Relationship Manager.
·         Represents Plan Indonesia in national forum related to program development and advocacy issues.
Typical Responsibilities - Key End Results of Position:
 
Key Result Area (KRA) 1: Develop various strategies aligned with current Country Strategic Prpgram.
 
Indicators for success:
·         The thematic strategies (WASH, ECE, MNCH, CP, DRM, YEE, Gender and Youth Participation) are developed as per the core mission goals identifying annual outcomes in close collaboration with advisors.
·         Ensure data collected and used for each strategy is bottom up from grass root/community level with full participation of key implementation roles including Manager Implementation, PUM, Technical officers and CDFs.
·         Adopt a participatory approach and involve key stakeholders (internal as well as external) for each strategy formulation from the initiation to completion.
·         Ensure completion of strategies within the given time frames/deadlines as per the agreed work plans and retain the process documentation for each strategy formulation for future references etc.
·         Facilitate the revision processes of the existing CSP
·         Roll out approved CSP to the team and partners with backstopping support as required.
·         Responsible for implementation of the guidelines for potential partner identification and selection process as and when required.
·         Develop relevant delegation/accountability/ framework of core operational processes to Advisors, MER Manager, and Advocacy Manager and down the line with clear guidelines on accountability for each key role. An extension of this task is the clear Job Descriptions with roles and responsibilities etc.
 
KRA 2: Collaborate in the effective execution of the key thematic strategies
Indicators for success:
·         Work with country Program Stratey team at all levels including partners to ensure smooth execution of each strategy/thematic area.
·         Facilitate proactively within the country Program Stratey team on various practical challenges to adapt relevant actions to execute the objectives of each strategy and its goals.
·         Participate in various common meetings with country Program Stratey team to ensure full involvement in key processes.
·         Work with country Program Stratey team including partners to develop good level of understanding on right based approach. Develop quarterly capacity building program that includes key areas including right based
 
KRA 3: Advocate with key stakeholders:
 
Indicators for success:
 
·         Responsible for advocacy of all thematic areas in close collaboration with different advisors as and when required.
·         Ensure that all key external stakeholders including Provincial Government respective departments fully understand key goals and expected outcomes of the current CSP.
·         Develop working relations with the communities, partners and Government bodies at all levels for smooth implementation of the central /subsidiary strategies.
·         Provide networking and lobbying support to Country Program Strategy team and partners for effective advocacy ith external key stakeholders as and when required.
KRA 4: Effective team leadership, management, communication.
 
Indicators for success:
·         Impart effective leadership to ones staff demonstrating Plan values in action and behavior.
·         Maintain open communication and a system of mutual feedback regularly (both formal /informal) through regular department meetings and one to one meetings with ones staff.
·         Ensure that all important management decisions are communicated in a timely manner.
·         Devise clear roles for team members and provide clarity and guidance as required on the key performance targets, standards of accountability and ways to achieve the same which includes regular coaching.
·         Ensure that team members remain motivated and update their overall competencies as relevant to their roles.
·         Monitor individual as well as department performance regularly to ensure that overall department performance in terms of results is aligned with CSP.
Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:
Education and experience:
Master’s degree with 5 years’ experience in program strategy in any development organization with demonstrated ability to develop program strategy. Experience in or familiarity with sponsorship program management is desirable but not mandatory. Relevant overseas experience will be useful.
