II. Organizational Context and Scope
 
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
 
Under the overall supervision of the Chief of Mission and direct supervision of the Senior Resource Management Officer and in coordination with relevant Human Resources Management (HRM) units at Headquarters (HQ), Manila and Panama, the successful candidate will be responsible and accountable for coordinating the Human Resource Operations functions as well as will actively support the overall implementation of the HR Strategy, particularly by providing assistance in managing all aspects of the Staff Development and Learning of the Mission and its sub-offices.
 
III. Responsibilities and Accountabilities
 
HR Operations :
 
1.       Oversee and manage the HR Unit Staffs, providing effective leadership and guidance to IOM personnel involved in all aspects of daily HR operations and management, including distribute, coordinate or consolidate work performed by other HR staffs  as well as evaluate their work performance. 
2.       Advise the Senior Resources Management Officer on interpreting and applying IOM’s Human Resources policies, rules and regulations, as well as standards and related processes taking into account of the Mission’s activities and are in accordance with these practices and in compliance with HR internal management policies.
 
 
 
3.       Propose appropriate and effective administrative instructions to the management considering mission's need. Establish processes and procedures related to administration of national staff entitlements.
4.       Responsible to ensure the maintenance and update of IOM Indonesia human resources database in PRISM and related HR functions and coordinate HR entries.
5.       Coordinate the recruitment process and provide support to the mission in fulfilling the appropriate staff vacancy needs and ensuring relevant recruitment procedures are effectively and swiftly applied and selected new staff is sufficiently briefed, including an appropriately updated “Welcome Package” and able to assume functions at the mission in a timely fashion.
6.       Monitor contractual situation and the administration of entitlements of local staff including step increase, family allowances as well as requests for promotions, recruitment and separations.
7.       Responsible to ensure that all personnel files for international staff are updated and oversee maintenance of national staff files, ensuring that all required documents are filed.
8.       Advise the Project Managers on staffing and other personnel issues, including leave entitlements/planning, overtime administration, and official Mission holidays. Ensure the regular updating of the mission organigramme/ staffing table and contact lists, including of those of sub-offices.
9.       Ensure timely and regular implementation of the Mission’s Staff Evaluation System (SES) and advocate for timely completion of the performance management process in line with the organizational deadlines.
10.   Provide an interpreting and applying IOM's Human Resources policies, rules and regulations, as well as standards and techniques taking into account the Mission’s activities; and ensure that local administrative procedures are in place and followed and are in accordance with these practices.
11.   Submit the administrative reports that may be required in coordination with the Heads of Units/ Programmes as required.
12.   Oversee the attendance of national staff members ensuring that the documents are reflective of reality. Closely monitor leave balances of all personnel to ensure that these balances remain within reasonable limits.
13.   Review contracts and personnel action issued to national staff and ensure that all the staff members have valid contract.
14.   Validate and verify the payroll simulation before the monthly pay run and posting of national staff payroll in PRISM HR.
15.   Validate and verify the payment for consultants, ensuring that the correct supporting documentation is attached and appropriate authorizations received.
16.   Supervise the correct use of the different PRISM-HR functionalities by the administrative/HR staff at the Mission.
17.   Liaise with and maintain good working relationship with IOM partners as well as with other IOM Missions as necessary for the effective exercise of his/her functions.
18.   Attend external meetings as and when required and brief management accordingly.
 
 
Staff Development & Learning :
 
1.       Provide technical and procedural support in the planning, implementation and monitoring of staff development activities in Jakarta offices.
2.       Coordinate the organization of learning events at IOM Mission in Indonesia.
3.       Consolidate and maintain records of training needs and delivered trainings identify gaps and recommend learning solutions to address organizational priorities.
4.       Coordinate with SDL and relevant units in IOM Jakarta for the design of job-specific learning packages
5.       Participate in the design, development, and implementation of required  in-house training and development programmes.
 
 
6.       Provide guidance on the learning and development policy and best practices. Recommend best approaches for organizing IOM learning both for IOM staff and external counterparts.
7.       Work with external service providers to develop customized learning programmes and content.
8.       Assist with the design and delivery of learning solutions in response to identified and/or stated needs. Facilitate organizational processes and events.
9.       Distribute communications to maximize the awareness of IOM Indonesia staff of various learning options, policies and conditions.
10.   Participate in internal and external learning and development events, as requested. Identify  academia and research institutes for possible partnerships on learning and development for the benefit of IOM staff.
11.   Contribute to the selection of service providers in learning, training and process facilitation
12.   Participate in the  assessment of service proposals and check references of external resources. Provide recommendations on vendor selection for the review and endorsement of the SRMO
13.   Perform such other duties as may be assigned.

V. Education and Experience
 
a)      Indonesian National with Master's degree from an accredited academic institution, preferably in Human Resources Management, Business Administration, Organizational Behaviour and/or Development, Training and Development, Teaching, or a similar discipline;
b)     At least two years of professional experience (in supervising the Administration and Human Resources Management, preferably with international organizations).
c)      Have experience in the field of training and development, designing and delivering training solutions;
d)     Professional certifications related to training and/or process facilitation and prior experience in coaching and/or process facilitation a strong advantage;
e)      Sound knowledge of HR management and best practices;
f)       Strong presentation and communication skills
g)      Familiarity with the UN common system or similar systems, knowledge of staff rules and regulations, staff entitlements and benefits, recruitment and selection, practices and training programmes;
h)     Working experience in SAP would be an advantage
 
 
Language
Fluency in English and Bahasa Indonesia, both oral and written
