REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Title: Consultant for Public and Budget Analysis on MNCHN

WahanaVisi Indonesia has received financing from the World Bank toward the cost of the Citizen Voice and Action for Government Accountability and Improved Services Project.
 
The project’s objective is improved Maternal, Newborn, Child Health and Nutrition (MNCHN) services at village and sub district level. The project is implemented in 60 villages in three districts in NTT Province, i.e. Kupang, TTU and Sikka.
 
The project is currently intends to apply part of the proceeds for consulting services.
 
The consulting services (“the Services”) include:
-          Conducting policy and budget analysis related to Maternal, Newborn, Child Health and Nutrition (MNCHN) in three districts (Kupang, TTU and Sikka) and in NTT provincial level.
-          Producing a report on the policy and budget analysis.
-          Disseminating the result of the analysis to related stakeholders in the three districts and in the province.
 
The time period for the Services is between December to February 2014.
 
WahanaVisi Indonesia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
 
The shortlisting criteria are:
-          Demonstrate experience in conducting MNCHN budget and policy analysis.
-          Have working experience in at least one out of 3 selected districts, and at NTT provincial level.
-          Have working experience with other international institutions.
 
 
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 
 
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
 
A Consultant will be selected in accordance with the CQS method set out in the Consultant Guidelines.
