REQUEST  FOR EXPRESSIONS OF INTEREST

Assignment Title: Media Assessment

WahanaVisi Indonesia has received financing from the World Bank toward the cost of the Citizen Voice and Action for Government Accountability and Improved Services Project.

 

The project’s objective is improved Maternal, Newborn, Child Health and Nutrition (MNCHN) services at village and sub district level. The project is implemented in 60 villages in three districts in NTT Province, i.e. Kupang, TTU and Sikka.

 

The project is currently intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include:

-          Conducting media assessment to assess:

ü  Characteristic of media users especially the community at villages where project will be implemented.

ü  Level of knowledge of media users on policy, service standards and budget related to MNCHN including service standards at Posyandu, Polindes, Poskesdes, Pustu dan Puskesmas.

ü  Existing media that have been using to inform community about policy, service standards and budget related to MNCHN including service standards at Posyandu, Polindes, Poskesdes, Pustu dan Puskesmas.

ü  Most appropriate and effective media to be used to inform community about policy, service standards and budget related to MNCHN including service standards at Posyandu, Polindes, Poskesdes, Pustu dan Puskesmas.

ü  Packaging and content of media that will be used to provide information which is simple, interesting and effective about policy, service standards and budget related to MNCHN including service standards at Posyandu, Polindes, Poskesdes, Pustu dan Puskesmas.        

-          Producing a report on the media assessment.

 

The time period for the Services is between December to February 2014.

 

WahanaVisi Indonesia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

 

The shortlisting criteria are:

-          Demonstrate experience in conducting Media Assessment.

-          Have working experience in at least one out of 3 selected districts, and at NTT provincial level.

-          Have working experience with other international institutions.

 

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

 

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

 

A Consultant will be selected in accordance with the CQS method set out in the Consultant Guidelines.
