The Australia Indonesia Partnership for Decentralisation (AIPD) is a AUD$68 million
multi-year program of cooperation between the governments of Indonesia and
Australia to support Indonesia’s decentralisation reform.
Funded by the Australian
Department of Foreign Affairs and Trade (DFAT), the program commenced in 2011
and is scheduled to end in 2015. It operates in five provinces, namely, Papua,
West Papua, East Nusa Tenggara, West Nusa Tenggara and East Java, and 20
districts within those provinces.
At provincial and district levels, AIPD works with
local stakeholders through the machinery of government, on planning, budgeting,
allocation and management of resources for health and education priorities. At the national
level, AIPD supports reforms to policy and regulatory frameworks surrounding
decentralisation governance. The program works closely with the Ministry of Home
Affairs, the Ministry of Finance and the National Development Planning Agency
(BAPPENAS).
CURRENT PROJECTS
AIPD is currently undertaking a series of monitoring,
evaluation and research projects including:
1. In-house Documentation
A monitoring
exercise to assess the progress of AIPD interventions to support
decentralisation reform and better service delivery in target areas.
2. Thematic Program Reviews
A
whole-of-program review of the results of AIPD interventions in
decentralisation reform and service delivery in target areas.
3. Policy Reform Case Studies
A study to identify policy
reforms that have (and have not) successfully passed into legislation, have had
(and have had not) subsequent follow-up actions by local governments and that
contribute to the quality of the basic service delivery.
4. Capacity Development Approaches Evaluation
An evaluation to assess
different capacity development approaches that AIPD has utilised in the context
of improving health and education service delivery at national and subnational
levels.
5.
Public Transparency Evaluation
An in-depth evaluation of the
effectiveness of AIPD’s interventions in supporting the roles of key actors in
public transparency such as information commissions, public offices, CSO,
community groups, and media.
6.
LANDASAN Baseline Study
A study to better understand the role of community
participation and village governance in improving basic services delivery in
several target areas in Papua and West Papua Province.
OPPORTUNITIES
AIPD is currently seeking several short-term
national consultant positions to support implementation and finalisation of
these projects. These consultants are expected to fill up the following
positions:
- Research Coordinator
- Senior National Evaluator/Researcher
- National Evaluator/Researcher
- Technical Writer/Editor
- Publications Editor
QUALIFICATIONS
A
Research Coordinator will have the
following key qualifications and competences:
·
A post-graduate degree in social, political sciences or
public policy.
· A minimum of five-year experience in research and
analytical work related to development programs at both national and sub-national
levels.
·
A sound understanding of both quantitative and
qualitative research and data management.
·
Ability to work independently with minimum supervision.
·
Ability to identify risks in a timely manner and elevate
to supervisor.
·
Willingness to travel to remote locations.
Preferable:
·
Experience in conducting research for development
programs.
·
Good report writing skills.
·
Good interpersonal skills and commitment to working in a
team.
·
Good understanding of Government of Indonesia systems and
public finance management
·
and service delivery issues.
·
Fluency in both verbal and written English and Bahasa
Indonesia.
·
Familiarity with relevant national and sub-national data,
such as SUSENAS, IDHS.
A
Senior National Evaluator/Researcher will have the following key
qualifications and competences:
·
A post-graduate degree in social, political sciences, public policy or
other relevant studies.
·
More than 7 years experiences working in civil society and/or governance.
·
More than 5 years experience working as a team leader managing research and
evaluation in Indonesia.
·
Outstanding writing skills, proven with samples of unedited and edited reports;
and
· Fluent in Bahasa Indonesia and
English.
A National Evaluator/Researcher
will have the following key qualifications and competences:
·
A post-graduate degree in social, political sciences, public policy or
other relevant studies.
·
More than 5 years of extensive research and evaluation experience,
particularly in conducting field research and evaluation in Indonesia.
·
Proven excellent writing skill, proven with samples of unedited and edited reports.
· Fluent in Bahasa Indonesia and
English.
A Technical
Writer/Editor will have the following key qualification and compentence:
·
A degree in social, political sciences or other relevant studies. A
post-graduate degree preferred.
·
Excellent skills in writing and editing publications and/or research reports,
proven with samples of edited and unedited reports.
·
Sound knowledge of governance issues related to delivery of health and education
services in a decentralised Indonesia.
·
Fluent in Bahasa Indonesia.
A Publications
Editor will have the following key qualifications and competences:
·
A
native speaker of English with an excellent understanding and feel for the
English language.
· A degree
in English language, communications, journalism, philology/bibliography or
other relevant areas, or equivalent combination of education and relevant
experience.
· A
minimum three years of relevant experience as writer/editor with experience in editing and
proofreading texts in a range of formats, proven with samples of unedited and
edited texts.
·
Experience
with The Chicago Manual of Style, 16th Edition or similar style
guide.
·
A sound
understanding of decentralisation and public services delivery would be an
asset.
·
Proven
ability to work on deadline.
·
Excellent
computer skills.
