Fisheries Specialist at RARE

Fish Forever’s goal is to empower the world’s most vulnerable coastal communities to sustainably manage their fisheries and simultaneously strengthen local fisheries, increase food security, and protect nature. The combination of fisher empowerment, capacity building and community mobilization will help ensure that coastal fisheries are ecologically and economically sustainable for generations to come, building the momentum for wide scale adoption across the globe. Fish Forever aims to implement managed access (or commonly known as TURF) and reserve, and improve fishery management in our sites. Currently Rare implements Fish Forever through a partnership with implementing partners in a cohort of twelve sites and three prototype (learning) sites. Fish Forever program includes campaigning for behavior change, technical support for removing barrier to behavior change, monitoring and evaluation, policy works, and link to market.

Position Overview

In order to implement the Fish Forever, which currently consists of two majors initiatives mentioned above, Rare is seeking a qualified Fishery Specialist (FS). The FS will be supervised and report to the Director of Fisheries Technical Division. The Fishery Specialist (FS) will be responsible for providing recommendation of TURF (managed access) design, reserve area location, protected target species and fishery resources management improvement. The FS will collaborate with the Marine Measure Manager in providing overall technical approach for the TURF-Reserve implementation. FS will work with local government officers and local communities in promoting improvement in fishing techniques and practices, and fisheries management improvement, including guidance on managing access for communities. As Rare works with and through partners, the FS will also be required to train technical people of our partners to ensure capacity development take place. The trainings take place in classroom in Bogor or directly at fields.

Essential Function:

The Fishery Specialist essential function is to

Manage and be responsible for fishing techniques and fisheries resource management 

Provide day-to-day consultation and facilitation to Fish Forever sites
In collaboration Marine Measure Manager, EDF, other national technical partner and under supervision of the Technical Fishery Director FS will design managed access/TURF in the partners’ sites, as well as the fishery management plan
Designing, tailoring and introducing TURF-Reserve fishery management plan to communities and local government.
Liaising with technical partners (EDF, UCSB) and national technical partners, with implementing partners
Managing consultants to support the implementation of the program
Ensuring that the fishery management plan and managed access are socially acceptable, biologically correct, and effective in achieving social and conservation goals.
Supporting site team (implementing partners) through support visits and monitoring visits
 Training technical staff of the partners

Providing classroom training for technical coordinator from each site
Providing on-site training, coaching and mentoring when needed
Supporting training team and Technical Director in designing training module/curriculum for classroom training.
 Reporting and coordination with other team (15%)

Supporting Technical Director to liaise with in country technical partner (EDF and other partners)
Coordinating with other team in country and globally to ensure alignment of the program
Supporting Pride Program Manager in managing implementing partner at site to achieve the milestone in technical parts.
Prepare and submit quarterly progress reports as required by the Technical Director.
Prepare a detailed annual work plan for the fisheries technical support to FF program, in close consultation with the Technical Director
Participate in the preparation of TORs for future initiatives or activities
Participate and organize interviews for selection of candidates for consultants and sub-contractors.
 Qualifications, Skills & Knowledge Requirements:

Education and/or experience equivalent to a Bachelors degree (Master’s Degree preferable) in the field of capture fisheries, fishing techniques and management, fish biology, coastal resource management or related subject
Strong understanding of fishery management, coastal community organizing, integrated coastal zone management, fisheries policy and market/supply chain of fishery products.
10 years or more of work experience in fishing industry or sustainable fishery management
Capability to provide facilitation fishers/communities, government, or NGOs.
Strong experience in quantitative and qualitative fisheries data collection, data analysis using mathematical model and data management (CPUE, Life Cycle, Cost-Benefit Ratio, etc).
Solid understanding of basic to intermediate statistical analysis
Proven success in project planning, time-management and multi-tasking.
Proven experience in fishing techniques and management improvement works
Teaching, training, or coaching experience preferable.
Good track record, relations and fishery networks within Indonesia and South-East Asia preferred
Proven success in being able to thrive in team environments, having a strong understanding of diversity and other cultures, and  having built relationships over long distances
Fluent English and Bahasa Indonesian language skills – both written and oral
Willingness to travel based on needs of the position (up to 40%).
Experienced in using MS Office, databases, graphics, google-earth and other multi-media software
Believe in working with local people as a fundamental element to conservation success.
Respect cultural differences and able to meet tight deadlines.
