Days:                        20 days, with focused participation January 12-31, 2015
Location:                Jakarta /local travel

Overview
The Conference Board of Canada (CBoC) is seeking a Gender Equality Consultant to support the development of a Gender Equality Strategy for the Indonesia-Canada Trade and Private Sector Assistance Project (TPSA).

TPSA is a five-year trade-related capacity building and trade/investment promotion project for Indonesia, funded by the Department of Foreign Affairs, Trade and Development of the Government of Canada, and executed by CBoC. The project’s expected intermediate outcomes are: 1) increased sustainable and gender-responsive trade and investment opportunities, particularly for SMEs, between Indonesia and Canada; and 2) increased use of trade and investment analysis and regulatory reform by Indonesian stakeholders for expanded trade and investment partnerships between Indonesia and Canada.

The Gender Equality Consultant working directly with TPSA's Gender Equality Specialist (Ottawa based) will provide specific supports related to the planning and implementation of the project mission (January 12-31, 2015) and resulting in the Gender Equality Strategy for the project. The assignment will mostly be carried out in Jakarta. It is however expected that communication via skype and e-mail with Ottawa will take place prior as part of planning and post as part of report preparation.

Principal Tasks
Working directly with the Gender Equality Specialist, and following the attached work plan, the Gender Equality Consultant will:

  • Become familiar with project key documents and comment on the draft mission work plan
  • Be available to attend key meetings during the period January 12 -31, 2015
  • Identify relevant materials relating to the situation of women in identified sectors (especially in Bahasa language) as well as information on laws, policies, programs demonstrating Government of Indonesia commitment to gender equality in identified sectors
  • Identify sources of disaggregated data to inform the development of gender-sensitive/gender-disaggregated indicators for TPSA
  • Input into the list of contacts (individuals and organisations) that TPSA will meet during the mission
  • Input into proposed questions and methodologies for these meetings based on understanding of gender equality issues facing women in identified sectors
  • Support the Gender Specialist in leading gender analysis with various groups of stakeholders from government, private sector, academic and NGO; in particular assist in facilitation of English/Bahasa language discussion
  • Make recommendations for the Gender Equality Strategy following from gender analysis, review of materials, and observations
  • Assist in reviewing and revising the logic model (LM) and the Performance Management Framework (PMF) based on the gender analysis.

Skills and Qualifications
  • Indonesian national;
  • Degree in gender-equality studies or a relevant discipline (e.g., sociology, economics);
  • 5+ years of professional international gender-related experience;
  • Excellent interpersonal, team working, writing and presentation skills;
  • Excellent verbal and written Bahasa Indonesia communication skills;
  • Good verbal and written English communication skills;
