GIZ Vacancy - Advisor for Program Global Alliances Social Protection

The regional hub for Asia of the Program Global Alliances for Social Protection of GIZ is currently looking for a qualified Advisor on Social Protection.                            
 
Project description:              
Countries across the globe face similar problems when it comes to designing and implementing social protection policies. At the same time, some have already developed valuable and promising solutions in order to respond to several challenges. In particular, emerging economies take leading positions in this respect. Those states have also clearly stated their wish for a closer cooperation and targeted exchange of experience, with regard to the organization and expansion of social protection systems.  In this context, the program Global Alliances for Social Protection of GIZ actively promotes knowledge exchange and peer-to-peer learning between countries such as Indonesia, India, China, Peru, Mexico, Brazil, Chile and South Africa.
The program is steered and coordinated from a central office located in Bonn/Germany. To establish global networks and partnerships, it is moreover operating from two regional coordination hubs, one in Jakarta/Indonesia for Asia and one in Lima/Peru for Latin America. The program aims at responding to demands and interests of various stakeholders working on social protection in its cooperation countries and currently develops and implements activities on social assistance, cash transfers, labor markets, productive inclusion as well as social health protection. 
 
Responsibilities:
The Advisor on Social Protection of the regional hub in Jakarta will work closely with the coordinator for Asia of the program based in Jakarta/Indonesia. S/he will:
  • Support the design and implementation of knowledge sharing and peer-to-peer learning formats on different issues in the field of social protection (e.g. social cash transfers, labor market inclusion, social health protection, targeting, etc.) based on the demands and interests of relevant stakeholders in the program´s partners countries in Asia.
  • Provide background information and conduct research on different questions around social protection.
  • Contribute to the development and management of a network between stakeholders in the field of social protection of the program´s partner countries within Asia and across different regions (Latin America, Africa and Europe).
  • Facilitate contacts to and manage relationships with high-ranking representatives from government, academia and civil society in Indonesia (with a focus on liaising with MoSA and BAPPENAS) and other cooperation countries in Asia.
  • Support innovation and knowledge management of the project as well as transmission of results to counterparts and other relevant groups.
  • Support general project planning and develop project designs, including preparation, organization and moderation of planning exercises, implementation, management, monitoring, quality management, evaluation, communication, and documentation.
 
Requirements:
  • Indonesian citizenship;
  • Master´s or PHD degree in economics, social sciences, social policy or another field related to social protection and social policy
  • Minimum 3 years of professional working experience related to the field of social protection, especially in the following topics:
    • Social assistance/social cash transfers
    • Labour market policies and productive inclusion
    • Social health protection
    • Identification and targeting of beneficiaries of social protection programs and management of data/information
  • Minimum 2 years of professional experience in project coordination and management of professional networks
  • Professional experience in text processing and editing
  • Professional experience in the field of human (and institutional) capacity development
  • Ability to work independently/with minimum supervision and in an international working environment
  • Excellent command of English and Bahasa Indonesia, Knowledge of German and/or Spanish is an asset
     
Period of Contract:
1st of February 2015 until 31th of August 2016
