GIZ Vacancy : IT Professional (code: IT-SED-TVET/SPP) for SED-TVET Project


As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. We work in a variety of fields and support our cooperation partners in designing strategies and meeting their policy goals.
 
The programme “Sustainable Economic Development through Technical and Vocational Education and Training (SED-TVET) in Indonesia is a joint effort of the German Federal Ministry for Economic Cooperation and Development (implemented by GIZ), the Ministry of Culture and Elementary and Secondary Education, the Ministry of Manpower, the Ministry of Industry and Bappenas. It aims at improving the employability of manpower in selected regions of Indonesia (i.e. West Java, Central Java, DI Yogyakarta, East Kalimantan and South Sulawesi). Activities touch on a wide range of issues covering 4 intervention areas: 1. “Training Institutes Excellence” to support 23 selected TVET institutes; 2. “Innovation for private sector cooperation” to facilitate measures to enhance the participation of the business sector in TVET development and delivery; 3. “Regulatory Improvement” to support the implementation and monitoring of local regulations to improve the management of TVET on local level; 4. “Quality assurance and certification” to advise on scaling up of the use of vocational qualifications in the tourism sectors and related guidelines as well as to support the development and piloting of an accreditation system for training providers in the tourism sector.
 
The Social Protection Programme (SPP) aims at improving the framework conditions for the implementation of an integrated social protection system with a view to contributing to the efforts of the Indonesian Government for sustainable and inclusive economic growth. The programme works in the following intervention areas: (1) In the area of Social Assistance/ Basic Social Protection: capacity building for the Ministry of Social Affairs (MoSA) / Unit Pengelolaan Program Keluarga Harapan (UPPKH) to establish adequate managerial structures and improve the extension of the Conditional Cash Transfer (CCT) programme; (2) In the area of Social Security (with a focus on Social Health Protection): Capacity building and technical support for Dewan Jaminan Sosial Nasional (DJSN) to strengthen its role in the implementation of the National Roadmap on Health and the establishment of the new social security carrier Badan Penyelenggara Jaminan Sosial I (BPJS I, Health); (3) Support for BAPPENAS and other stakeholders to lead and coordinate the inter- and intra-institutional policy dialogue on social protection reform; (4) Advisory services and technical support for BAPPENAS and MoSA to improve the inclusion of persons with disabilities into social protection programmes and enable them to contribute to economic growth. The thematic focus of the activities is the inclusion of persons with disabilities into the existing social protection schemes PKH and BPJS as well as into the education system and the labour market.

The two programmes are jointly seeking 1 (one) qualified local professional who will work for both programmes in the position of :


 

IT Professional (SED-TVET/SPP)


A.    Responsibilities
He/she is responsible for the :
  • Maintenance of information technology and management systems
  • Regular updating of computer software and programs
  • Provision of technical assistance to projects/programs in IT and database management
  • Person in charge for ICT related queries.
B.  Task

Hardware related Tasks
  • Assists in purchasing and maintaining hardware. Makes sure all hardware is up to date with standards set by GIZ head office, including laptops, servers, and all desktop computers
  • Maintains PC, notebook, printer, digital camera, scanner and other hardware components as well as phones/smartphones
  • Consults with the Office Manager with regard to new or improvement of certain systems and networks; tests new hardware and does recommendations for the purchase of new systems, including the upgrading of existing systems and all relevant items pertaining to network and PCs. Monitors the market for quality and value for money, and assuming responsibility for procuring computer equipment. 
Software related tasks
  • Helps maintain all GIZ standard software (e.g. MS Office, WinPACCS, SAP,…)
  • Tests new or upgraded software systems and updates all software to the latest versions
  • Establishes/maintains proper back-up systems and ensures system security
  • Ensures that the anti-virus software is updated periodically
  • Manages the repairs of PCs/Notebooks
  • Ensures that all the software are legal and collect all the licenses
Internet and Websites
  • Supervises the development and management of Maintains and updates existing websites.
  • Coordinates regularly with the Programme Director/Management and/or Office Manager on necessary adjustments to the websites
Publications and Database Management
  • Supports publications and the use of graphical programmes by public relation focal persons;
  • Re-formatting and management of electronic materials (reports, pictures, multi-media, etc.) in adatabase.
  • File server maintenance, structure and access management
Operational support
  • Installs/manages and maintains the local area network (LAN)
  • In consultation with management and within the limits of his/her authority to act, consults with suppliers to ensure that the network, telephone system and computer hardware function properly
  • Incorporates market developments on relevant IT issues on his/her own initiative
  • Confers with vendors to guarantee maintenance of network and computer equipment 
General Services, Leadership and Self-Management
  • Installs, manages, maintains, carries out and ensures general administration of the entire IT systems
  • Backs up data (in the office and outside of office) and safeguards the system against hackers
  • Resolves all computer and internet problems, prepares all the necessary information and provides phone support
  • Ensures an IT emergency service
  • Gives advisory assistance to projects in matters that concern electronic data processing
  • Maintains a list of all hardware and software systems, and updates this to reflect changes
  • Documents the installation and settings on the server and on all computers.
  • Focuses on result for the user and responds positively to feedback
  • Consistently approaches work with energy and a positive, constructive attitude
  • Demonstrates openness to change and ability to manage complexity
 
C. Required qualifications, competences and experience
Minimum requirements
Formal Education :
  • College or University degree in Information Technology
 
Professional Experience :
  • Minimum of –4-5 years of relevant occupational experience
  • Familiar with the following systems below :
  • Desktop Windows 7, 8.1,…
  • Ms. Office Suit (incl. Exchange client)
  • Ms. Windows Server 2008, Server 2012 active directory concept
  • Webserver technology: Apache/ IIS
  • Content Management system: Joomla/ Wordpress
  • Linux fundamental
  • Network security concept
  • Graphic software (Adobe Indesign, MS Publisher)

Information Treatment
  • Excellent command of IT hardware systems, current operation software, IT Network systems, data bank management software.
 
Other Qualifications
  • Language skills (Bahasa Indonesia, English)
