GIZ Vacancy : Junior Advisor Citizen Orientation of Bureaucracy Reform (Code: COBR) for TRANSFORMASI Project


Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the German International Cooperation implementing sustainable development on behalf of the German Government.
The  Programme “Transforming Administration-Strengthening Innovation” (TRANSFORMASI) is implemented jointly between GIZ, the Indonesian Ministry for Bureaucracy Reform (KemPAN-BR), the Ministry of Finance and other stakeholders. It supports the establishment of a cleaner and more efficient, accountable and service-oriented public administration.
The Programme focuses on the following topics:
  • Strengthening the overall BR reform architecture
  • Open Recruitment, civil service professionalization, remuneration management  
  • Fiscal impacts and financing of reforms
  • Ensuring Citizen-Orientation of BR reform with a focus on open government
  • Creation of a subnational innovation hub on BR reform and public service delivery.
In this framework, we are looking for a Junior Advisor Citizen Orientation of Bureaucracy Reform.
 
  1. Main Responsibilities
The Junior advisor will be responsible for:
  • Supporting advisory services to  the Ministry of Administrative Reform (KemenPan-RB) and other stakeholders on  citizen engagement in designing, implementing and monitoring bureaucracy reform
  • Supporting the senior advisor Sub National Innovation Hub and Citizen Orientation of BR in developing a strategy on citizen involvement in bureaucracy reform at subnational and national level
  • Supporting the team of KemenPan-RB, other stakeholders at national and subnational level and the GIZ senior advisor BR – Sub National Innovation Hub and Citizen Orientation in achieving  expected outputs with regard to agreed topics, namely: create dialogue forum (s) between public administration and selected actors of civil society on main topic of BR, Civil society involvement into the validation of the results of the self-assessment tools for monitoring of bureaucracy reform, and strengthening  Civil Society Organizations (CSO) to engage with KemenPan and others on BR at regional level.
  • Identifying capacity development needs of CSO to become actively involved in advocacy and dialogues on BR issues.
  • Supporting the senior advisor on Sub National Innovation Hub and Citizen Orientation of BR in developing and  institutionalizing mechanisms for citizen engagement at subnational level.
  • Maintaining the TRANSFORMASI website
     B. Required qualifications, competences and experience     
       Qualifications :
  • Master in Public Administration, Human Resouces Managment, Development Studies Social Sciences, or Economics.
       Professional experience :
  • 2 years’ professional experience in the area of civil society engagement including relations between CSO and the public sector
       Other knowledge, additional competences
  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office),
  • Experience in maintaining websites
  • Knowledge of the CSOs community in Indonesia desirable
  • fluent written and oral knowledge of English, German desirable
  • Willingness to improve skills as required by the tasks to be performed –corresponding measures are agreed with management.
